Subject: Rifle Range -.Sunday afternoon opening

Introduction:
At their June 28, 1977, meeting the City Council authorized a public
hearing to be held on August 9, 1977, to hear public opinion regarding
the opening or continued closing of the Rifle Range on Sunday afternoons.
Background:
In response to the request of residents around the Santa Monica
Rifle Range, the range was closed to shooting on Sunday afternoons
from 11:00 am to 4:00 pm. This closing has since resulted in
another segment of the public, who use the range, requesting the
Council to reopen the range on Sunday afternoons.
The Council authorized physical improvements recommended by a
sound engineer to reduce the noise from the range. This has sub-
sequently been rechecked and meets the performance standards indi-
Gated to be accomplished in the original proposal. The physical
improvements have not reduced the noise level to an acceptable
level for the original petitioners desiring the range to be closed.
Further physical improvements. are being made by placing acoustical
material on the face of the baffels. This is paid for from main-
tenance funds. The effectiveness of this is yet to be seen and
whether it will reduce the noise to an acceptable level is unknown.
Notices of the hearing have been sent vy the City Clerk to persons
for-and against the Rifle Range closure. ~~
