Roy Jones House
(Santa Monica Heritage Square Museum Building)
Introduction
This report describes 1) the designation of the Roy Jones House
as a Santa Monica Landmark by the Landmarks Commission and the
procedure for review of the designation, 2) the various alter-
natives available to the City Council, and 3) a recommended
course of action.
Background
On January 2, 1979, the Landmarks Commission held a public hear-
ing on the designation of the Roy Jones House. Background
research on Roy Jones, on the structure, and on the architect
were provided by community volunteers. Based on this research
information, the Commission found that the Roy Jones House met
three of the five criteria for landmark designation, any of which
would make the structure eligible for designation (Section 9607
of the Santa Monica Muncipal Code). Following the public hear-
ing, the Landmarks Commission designated the Roy Jones House a
Santa Monica Landmark for the following reasons:
1. It is identified with historic personages or with im-
portant events in local, state, or national history;
2. It embodies distinguishing architectural characteristics

valuable to a study of a period, style, method of
construction, or the use of .indigenous materials or
craftsmanship; and
3. It is representative of the work or product of a notable
builder, designer, or architect.
Believing that review by the full City Council would be in the
best interests of the City, Councilman Perry Scott requested a
review of the decision in accordance with Section 9613B of the
Municipal Code. Under the Landmarks Ordinance, a public hearing
must be held on this review. The public hearing has been sched-
uled and noticed for the February 13, 1979 Council meeting.
Within 30 days following the public hearing, the City Council
may approve, in whole or in part, or disapprove the decision of
the Landmarks Commission to declare the Roy Jones House a Santa
Monica Landmark. If no action is taken within 30 days, the
designation of the house will be deemed correct and the Landmarks
Commission's decision upheld.
Alternatives
Following the review of the Landmarks Commission's decision, the
City Council has the alternative of affirming or revising the
designation. In doing so the Council may:
1) Find that the structure meets the criteria for land-
mark designation as determined by the Landmarks
Commission, thus affirming the designation; or
2) Find that the structure does not meet the criteria for
landmark designation as determined by the Landmark
Commission, thus reversing the designation.

Recommendations
It is respectfully recommended that if the Council finds that
the Roy Jones House satisfies the criteria for landmark des-
ignation as indicated by the Commission that the decision be
affirmed.

SECTION I. Having initiated an application requesting the designation
of the structure and site at 2620 Main Street, known as Roy Jones House
(Santa Monica Heritage Square Museum Building), as a Santa Monica Landmark,
and having held a Public Hearing on the matter on January 2, 1979, the
Landmarks Commission of the City of Santa Monica hereby makes the following
Findings of Fact and Determination:
1. It is identified with historic personages or with important
events in local, state, or national history;
2. It embodies distinguishing architectural characteristics
valuable to a study of a period, style, method of construc-
tion, or the use of indigenous materials or craftsmanship; and
3. It is representative of the work or product of a notable
builder, designer, or architect.
SECTION II. The Landmarks Commission of the City of Santa Monica, in
accordance with the provisions of Section 9608 of Article IX of the Santa
Monica Municipal Code, hereby determines that the structure and-site at
2620 Main Street is designated as a Santa Monica Landmark.
SECTION III. I, Meryl J. Maler, Chairperson of the Landmarks Commission
of the City of Santa Monica, hereby certify that the above Findings of Fact
and Determination were adopted on January 2, 1979, by the Landmarks Commission
of the City of Santa Pionica by the following vote:
