Subject: Heritage Square Museum Building Appearance Improvement
Introduction
This report provides information regarding possible methods of immediate
appearance improvements for the Heritage Square f4useum building. This
information was requested by the Council at the February 28, 1978, meetinn.
Background
In January, 1978, the Staff, in an attempt to assist the museum restoration
effort and in an attempt to find meaningful CETA projects, proposed and
made application to the County for a project which eras to scrape and paint
and do other improvements to the museum building. This was done with the
knowledge and tentative approval of the officers of the fluseum Society. The
project was approved by the County as a CETA project, but later was not
approved by the Museum Board. The Board felt that the CETA personnel could
not do satisfactory quality of work on the building. In addition, it was
felt that certain additions and other modifications to the building which
are planned. might conflict with the painting work which was proposed to be
done by the CETA workers.
If it is determined by the City Council that expedient measures should be
taken to improve the appearance of the museum, a crew of six CETA workers
is available to begin immediately to do any portion of the work which is
desired. The Museum Society has architectural plans which are nearly

completed and it may be possible that a considerable amount of work could
be done which would be complimentary to these long range improvement plans.
There still remains the problem that the Museum Board apparently is not
desirous of CETA workers doing any improvements on the site, other than to
cut the weeds and other minor site improvements.
Recommendation
The Staff recommends that the Council authorize CETA workers to clean and
scrape and paint the exterior of the building to improve the appearance, with
the concurrence of the Museum Board.

SUBJECT: Heritage Square Museum CETA Title VI Pro'ect
The City of Santa Monica has a crew of six (6) CETA parti-
' cipants with a funding level of $67,431 to help with the
restoration of-the Heritage Square Muset;m which is cur-
ently a source of contain to the Council.
The CETA crew under proper supervision could accomplish.
all the preparatory work; strip wallpaper from walls,
tear down old plaster, remove windows, cabinets, and
.framework for refinishing, help with groundwork around
foundation,- and do general .clean-up of debris from
building and surrounding grounds.
This project could get undercaay if-funds from .other
'sources (perhaps Museum Funds) could be generated to
hire an .individual with the necessary technical skills
to supervise-the crew on a full-time basis.
Roy Tow~~send of Puhiic Facilities Maintenance feels the"
CETA crew with supervision could accomplish these tasks.
The CETA project also has .funds which could be used to
rent a sand blaster, buy paint, and other supplies net-
- cessary to accomplish the task.
.The Heritage Square Museum CETA project has been funded
since October 30, 1977 with no actual work done on the
building.
This CETA project will be cancelled by Los Angeles County
unless work which is outlined in the project description
is started. We will be asked to justify the "filler"
work they have been occupied with while awaiting a go-ahead
from the Muse~im Board and would be liahle for their wages
if the County rejects that justification.

By utilizing the CETA crew and a Museum-funded super-
visor, the appearance of the building could be greatly.
improved at no cost to the City and at minimal cost to
the Museum. This would allow the Museum Board to con-
centrate its resources on the Craftsmen necessary to
finish the restoration effort.
