sr-012478-11hSanta Monica, California, January 17, 1978 T0: Mayor and City Council FROM: City Staff SUBJECT: Entertainment Facilities Department JAN G 4 ly/~ Introduction This report transmits information to Council describing the current organization of Pier and Auditorium operations and recommends the transfer of Pier operations to a proposed Entertainment Facilities Department. Background The Recreation and Parks Department is responsibile for the administration of 'the City`s recreation programs and parks maintenance and is currently spending much time on the development of two major park sites, a skateboard facility and pier operations. The Recreation and Parks Department could devote more time towards implementation of major projects if Pier operations were trans- ferred to another department. In addition, the Pier should be able to produce more revenue than the $273,770 generated in 1976-77 (including Pier parking revenues) if it is operated. as an entertainment facility in coordination with other entertainment facilities. Sinbad's, for example, could be renovated and leased so that it could be used as an entertainment facility or restaurant generating more revenue for the .City,. Thus, Staff is recommending the consolidation of the Pier, Auditorium and a new Operations Division into a Department of Entertainment Facilities. /9 JAN 2 4 1978 T0: Mayor and City C' icil January 17, 1978 -2- Proposed Changes The Auditorium Department performs various enterprise functions including scheduling events in the main auditorium, conference room, administration of the parking lot,-food concessions, ,box office and event promotions. City Staff believes that this department is more fully equipped to coordinate entertainment activities for-the Pier. As a result of the proposed changes, a new Department of Entertainment Facilities would be created, This department (see attached chart) would be composed of the Pier Division, Auditorium Division and a new Operations Division (the Operations Division would coordinate the Pier and Auditorium parking lots and maintenance of the Pier). This new department would be responsible for coordinating. activities for the City°s entertainment facilities. Allocation - The Auditorium Director would assume the role of Department of Entertain- ment Facilities Director and would be responsible for coordination of the Pier Division, Auditorium Division and Operations Division. This position would receive a $3,000 annual salary increase over that of Auditorium Director which would be prorated on a monthly basis for the remainder of 1977-78. This increase requires a resolution amending the salary schedule. - The Assistant Auditorium Director would assume the role of the Assistant Director of Entertainment Facilities and be responsible for Auditorium sales appointments, additional promotion and advertising responsibilities. T0: Mayor and City Co•' ail January 17, 1978 -3- - The Auditorium Operations Supervisor would assume the role of Operations Supervisor as head of the newly created Operations Division of the Entertainment Facilities Department. This person would coordinate the operations of Pier and Auditorium parking lots, the Pier carpenter and Pier maintenance.. - One of the two Event Attendants III would become the Event Attendant Supervisor and would assume responsibility for Auditorium mechanical maintenance from the Auditorium Operations Supervisor. - The newly budgeted job title (as of yet unfilled) of Pier Business Manager would be changed to Pier Business Supervisor. The Pier Business Supervisor would assume the duties of Pier Parking Lot Supervisor and Business Manager for all Pier events. Other Transfers of Existing Positions The Box Office. Supervisor, one Event Attendant III, four Event Attendants II, one Intermediate Clerk and one Custodian from the Civic Auditorium would become part of the Entertainment Facilities Department. Pier Priorities Priorities for the coming year in Pier operations would be: 1. Renovation and leasing of "Sinbad's". 2. A one year project for appraisal of revenue potential. 3. City operation of frozen yogurt concessions.. 4. Opening up of the south side arcade.. 5. Planning of Fier benefit concerts. T0: Mayor and City Cou' it January 17, 1978 -4- 6. Aggressively pursuing Pier television specials (e.g. Dick. Clark, beauty pagents, special concerts). Total Budgeted Funds to be Transferred to Entertainment Facilities 1977-78 Budget for the Santa Monica Pier (Budget #532) Supplies and Expenses $ 87,940 Capital Outlay (Includes $600,000 for Pier Restoration) 641,500 Salaries and Wages (Including Temporary Employees and Overtime) 68,756 Total $ 798,196 The total 1977-78 Auditorium budget is $491,165.00; thus the total proposed 1977-78 budget funds transferred to the newly created Entertainment Facilities Department is $1,289,361. Alternatives Not applicable. Recommentation It is recommended that the City Council: 1. authorize the City Attorney to prepare an ordinance creating the Department of Entertainment Facilities; T0: Mayor and City Cote it -S- 2. authorize the City Attorney to prepare a resolution amending the current salary schedule for Auditorium Director; and 3. approve the consolidation of the Auditorium and Pier by transferring the applicable funds as outlined above.
