SUBJECT: Bus Zone on Montana Avenue at 15th Street
Pursuant to the request of the City Council, additional studies have
been made of bused students crossing Montana Avenue at the
intersection of 15th Street. Actual counts would indicate that
students do not represent any material pedestrian crossing load at
15th Street. It is therefore the recommendation of the administration
that the bus zone remain at the 15th Street location.

on Montana at 15th Street, westbound, enroute to Lincoln Junior
High School. T"ne report below shows exactly the number of stu-
dents alighting from each bus at this intersection from approxi-
mately 7:40 a.m, to 8:30 a.m.

It was noted in our observations, that the boys using this stop
are more safety conscious than the girls. The boys, after leaving
the bus, walk westerly across 15th Street, then use the painted
crosswalk to cross Plontana Avenue. ine girls deliberately sauntered
across Montana Avenue on the east side of the intersection, where
there is no painted crosswalk, It is my opinion they had very little
concern for their cwn safety.
1ne students attending Lincoln, or any other Junior High School, are
old enough to be more safety conscious than they appear to be. I
-respectfully suggest that perhaps the school shoeld begin their safety
teachings in this age group. I also respectfully suggest that perhaps
safety might be a good program for the P.T.A, to become involved in.
It is my -recommendation that the bus zone on Montana at 15th Street
remain as it is.

SVith reference to the above subject (Item6-B Council Agenda
of December i3} this office has reviewed traffic conditions
in the field as requested by the Council.
On Wednesday, December 14, a traffic count between 7:45 A.M.
& 9:00 A.M, showed a total of 9 students alighting from buses
and crossing Montana Avenue. During this same period we counted
a total of 29 pedestrian crossings, 25 of which were made by
school age children.
This matter was also reviewed on the afternoon of the same day.
During the time from 3:00 P.M. to 4:00 P.M. a total of seven
{7) students crossed Montana Avenue to board a westbound bus
at 15th Street. In this same hour there were a total of 87
pedestrian crossings, approximately 30 of which were made by
school age children.
On the basis of this study information, it would seem that the
relocation of the bus zone to 15th Street has had very little
effect on the number of pedestrian crossings being made at this
intersection. Even ii the zone were to be replaced at 14th St.,
the number of school-child crossings would be -reduced by less
than 30% and the total number of crossings by less than IS%.
It is, therefore, my recommendation that no further changes be
made.
