SUBJECT: Application for Federal Depa;xtment of Transportation
Financial Assistance {two-thirds)for the Purchase of
New Buses ~ `~'
It is requested that the City Council approve submission of an application for
federal assistance for the purchase of 25 nova 51-passenger transit buses and
5 new 45-passenger transit buses. It is estimated that the total cost will be
$l, 612, 215.00, t~vo-thirds of which is eligible for financing by the Federal
Department of Transportation.
State legislation which assures the imposition of a sales tax on the purchase
of motor vehicle fuels for the purpose of assisting and improving local systems
will become available during the 1972-73 fiscal year. However, allocation of
such funds is conditioned upon the filing of an approved application with the
State Transportation Agency, whose rules require the utilization of federal
funds when local application is eligible. Santa Monica is eligible and it is
recommended that the City Council fix March 14 as the date for the required
public hearing on the proposed acquisition of the 30 buses,

EXHIBIT A--PROJECT DESCRIPTION
The project consists of:
1. Purchase of 25 new 51-passenger and 5 new 45-passenger air-conditioned,
diesel transit buses, with Super V series transmissions and tires.
It is estimated that each 51-passenger bus will cost a total of $49, 695. 00,
and that each 45-passenger bus will cost a total of $44, 655.00. The total
cost. for all 30 buses would be approximately $1, 465, 650.00.

Purchases will be made through competitive bidding in accordance with the
established procedures of the applicant.
Vendors of new vehicles will be required to certify that the vehicles will
comply with the air pollution criteria currently established by the Secretary
of Health, Education and Welfare.
All cost estimates are based upon City experience over the past three years
in purchasing new 51 and 45-passenger buses.
