In addition, it was recommended that the City Council appropriate $35, 000 to the Agency for this program and that the services of the City Attorney, City Engineer, Planning Director and T3uilding Officer be made available. The Santa Monica Chamber of Commerce, by resolution dated November 20, 1961, recommended a redevelopment program in the Central Business District. I:E the City Council approves the Agency's recommendation, the City Administratson suggests the following procedure: 1. Instruct the City Manager to enter into an agreement with the Agency* whereby up to $35, 000 in survey and planning funds. for the C. B. D. project a.re made available for neces- sary surveys, appraisals and agency administrative costs for the period January 1, 1962, through June 30,1962, These funds are to be repaid to the City if the project is executed from the Agency's tax alleviation bond issue. 2. Establish the policy that tlae services o£ the Csty Attorney, City Engineer, Planning Director and Buildang Officer will be available to the Agency during this period to complete a redevelopment plan based upon necessary planning, engin- eering and legal studies and structural surveys. The City is to be reimbursed for the cost of these services from the Agency°s bond issue. B. D. Re- development Project on a three-fourths capital grant basis and request concurrence by the H.II.F.A. Santa Monica Central Business_ Area__Planninct r ea`± sibili~v StucCY _. _ _ _ _ ._ Victor Gruen Associates, in October, 1960 recommended, among other things, that a major new department store be brought into the established primary retail core by the utilization of every means and effort available. 2, 'Department Store Committee Report and ~commenda ion: a) D~e~artm~ent~~Store Analysis: Larry Smith and Co.: '~ On August 17, 1961, Larry Smith and Co. found t11at the Santa Monica C.B.D. currently has an $11 million unsatis- fied department store potential, and recommended that the Committee continue to interest a department store to locate in the vicinity of Third and Broadway on a private basis or through urban redevelopment. b) Department Store Committee Recommenda- tion: The Department Store Committee of the Citizens' Progress Committee, on September 7, 1961 recommended that the Redevelopment Agency make a survey and planning study to be presented to the H.H.F.A. for the site of 3rd and Broadway. II. Background (continued) 3. Redevelo ment Agenc ; Area Desi nation: The Redevelopment Agency on October 8, 1961, designated the Central Business District Redevelopment Area. (See Attached Map). 4. Planning Commission Selection of Projec The Planning Commission on November 6, 196.1 selected the entire Central Business Dis- trict Redevelopment Area as a project area. III. Survey and Planning Program: The City of Santa Plonica and its Redevelopment Agency may plan the C.B.D. Project in one of three ways; 1. As a two-thirds grant project, with survey and planning funds advanced by the H.H.F.A. as in the Ocean Park program. 2. As a three-fourths grant project, with survey and planning funds advanced by private redevelopers. (The Agency has an offer from Kern-Webb to provide $50,000. in advance planning funds if Kern-Webb is given the right of first negotiation. The H.H.F.A. has recommended that the City not proceed in this manner. This recommendation need not be followed.) 3. As a three-fourths grant project, with the City providing advance planning funds and staff services. (City Engineer, City Attorney, City Building Officer and Plan- ning Director.) All planning funds ad- vanced and cost of services provided would be repaid to the City by the Agency from the proceeds of its tax allocation bond issue which would also provide for the local one-fourth share of net project costs and for the Agency's administrative costs during the project development phase, (The phase, after Council adoption of the redevelopment plan, when land is acquired, people are relocated, etc.) It will be advantageous to plan and develop the C.B.D. Project on a three-fourths grant basis because: 1. it can be planned in an estimated six months rather than one year as would be required on a two-thirds grant basis because surveys would not need to be made on a sequential basis and federal reviews would be eliminated; and 2, it can be carried out at less cost to the City because the estimated one-fourth net cost plus administrative costs should be considerably less than a one-third net cost which would include all adminis- trative expenses. That the Chamber endorses the desirability of obtaining a full-line9 first class department store for Santa Mohica's Central Business District - but is opposed to the creation of a new shopping center complex9 which would detrimentally affect the present main section of the Central Business District. SECTION 2. That the final determination of a "full-line9 first class Department Store" be made upon the recommendations of a committee appointed by the Mayor? including retail merchants qualified to make such determination. SECTION 3. That adequate parking for existing retail businesses - a ma7.l - and the new department store should be developed in this sequence. SECTION 4. That the Chamber of Commerce feels that the development of a new department, store should be achieved by private enterprise and that all possible efforts be made to exhaust this line of approach. SECTION 5. That the Chamber of Commerce feels the impor- tance of an additional full-line9 first class department store to the Central Business area be such that it wishes to go on record as stating9 "That if all efforts called for in Section 4 are taken and it is found impossible to achieve the addition of the department store to the Central Business Districts that the Chamber would then support the principle of the redevelopment approach proposed by the Redevelopment Agency." SECTION 6. That if the redevelopment approach is takeny the Chamber reserves judgment on the economic soundness and feasibility of the redevelopment plan to be developed until it has reviewed and reported on it. SECTION 7. The Chamber further resolves that at no time will it support the Redevelopment Agency if anything less than a full- line9 first class quality department store is considered. SECTION 8.
