Kennedy, Acting City Engineer SUBJECT: ^lhird Street MalL_.and Parking Garage - Design Contract: As you know, the City November 21, 19x1 instructed the an engineering proposal for the !gall and an Underground Parking with, and to report the results to the Gity Council. Council, at its meeting of City Manager to solicit design of the Third Street Garage in connection there- of said solicitation back In compliance *,aith this instruction, this office at your request prepared a draft of a contract for per- forming the above design services and submitted the same to the following consulting firms with the request that they submit proposals: Victor Gruen Associates Charles Luckrnan Associates The tTrdo consultants submitted their proposals as requested; ho-vaever, both consultants had modified the original draft considerably, necessitating further con- ferences to arrive at proposals which were in a form acceptable both to them and to this office. These revised proposals have been received and reviewed; a copy of each proposal is attached hereto. It will be noted that the proposals provide that the City may award a contract for either the Mall o~ the Parking Garage or for both projects. Preliminary estimates of the cost of these projects indicate that the-cost of the Mall will be approximately 305,000 (per the Victor Gruen Report); the cost of the Parking Garage will be approximately ;1,448,000; and the cost of both projects will be approximately ~1~753,000. It also will be noted that in all respects except the fee to be paid for the design services the two proposals are very similar. In the matter of the fee to be paid by the City for the design services, the Victor Gruen proposal January 5, 1962 Subject : Third Street P~iall Garage - Proposed Page 2 and Parking Design Contract. yrovides for a sliding percentage scale, ~rrith a different percentage fee for each cumulative X500,000 or portion thereof of the Preliminary Estimate..- or construction cost - as appropriate, while the Charles Luckman proposal provides for a basic professional fee, plus 2.3 times direct technical payroll costs, said direct technical payroll costs not to exceed 3,8~ of the total cost of construction.
