SUBJECT: Construction Inspection - Third Street Mall
As you know, it is essential that all phases
of the construction of the Third Street Mall be subject
to complete and competent construction inspection. Only
in this cvay can ~nre be assured that the construction plans
and specifications are complied with in all respects.
The City's permanent inspection force (2 men}
is not adequate to provide full-time inspection for the
Mall and still provide inspection coverage on the other
projects which will be in progress during this period.
One of our two inspectors must be reserved for assign-
ment to projects other than the Mall.
To provide adequate construction inspection for
the Mall, due to its length and the variety of work that
will be in progress at various locations, will require
the services of two inspectors. One of these two will be
our Chief Inspector: it will be necessary to hire another
man to be the second inspector.
It is recommended that the City Council be re-
quested to authorize the administration to employ an
inspector on a contract basis, as was done in the case of
the Resident Engineer on the Ne*rr Main Library project.
This procedure provides adequate compensation for the
employee but eliminates all vacation, sick leave, and
other fringe benefits.
The skills and knowledge required of this employee
are such as to warrant the contract stipulating a rate of
pay of $4.48 per hour, which is the median rang ~c ~.}
