The Recreation and Parks Commission held a public hearing on January 19, 1978, to determine these criteria. Background: City staff had interviewed and selected a developer to construct and operate a Skatepark on the Deauville property. At their meeting in January the Council rejected all proposals from developers and referred the matter of determining criteria to the Recreation and Parks Commission. The following are recommended by the Commission as criteria for development of a Skatepark: l.__ Arcade/Game Room - was not decided. 2. The promenade be relocated on the west side of the property and not on the east side. 3 4 5 6 7 Food service be provided through a snack bar to serve the public and park users. A pro shop and repair shop are to be included. A bike rental shop is to be included. The park is to be landscaped with living material suitable to a beach environment. The skateboard runs are to be designed to serve the beginner, intermediate and advanced users and also have space for free style and slalom runs. 9. Fencing is to be designed to be compatible with a beach environ- ment. 10. Lighting for night use is to have a minimum upward glare and is not to spill out on the Coast ~iighway. 11. Fee is not to exceed $1.25 per hour and a $4.00 membership fee will include one free session. 12. Minimum investment is to be $150,000. 13. Minimum annual rental $18,000 and 12% of the gross. 14. A bond is to be posted to return the site to its present status upon abandonment. The amount to be determined by a licensed contractor's estimate of demolition costs five years after construction. 15. No alcoholic beverages allowed on the premises. Alternatives: Council may change any of the recommendations, either clarifying or changing to suit.Council policy. Recommendation: Upon Council approval of acceptable criteria, staff to be authorized to advertise for developers, interview, select and recommend a successful developer to Council. The following action was taken on this item:. Dr. Moore moved "to return the subject of skateboard park to the City Council with the representative votes on each of the following items.'" The motion was seconded by Mrs. Banani and carried unanimously. Arcade/Game Room - Dr. Moore moved."that this item be open to the option of the operator." The motion was seconded by Mrs. Banani. Ayes: Cheney, Guercio, Moore Noes: Banani (Against Arcade) Motion failed. Promenade relocated or designed around park - Mrs. Banani moved "that Promenade be placed on westerly side of spatepark, not necessarily in middle, but not on easterly side." The motion was seconded by Mr. Guercio and carried unanimously.. Tvpe of food service, snack bar, restaurant or food machines for patrons only or general public - Dr. Moore moved "that food be provided through device known as snack bar at the discretion of bidder as a part of his bid, to include the general public and park users." The motion was seconded by 24r. Guercio and carried unanimously. Pro Shop/Repair Shop - Mr. Guercio moved"that a pro shop and repair shop be included." The following items-were agreed upon by the Commission with the listed voting: Hours of Operation to be: 10:00 am to 10:00 pm on weekdays and Sundays, 10:00 am to 12 Midnight on Fridays and Saturdays, and 10:00 am to 12:00 Midnight seven days per week in summer.
