Authorize the City Manager to negotiate and execute a contract with CST Construction Company, aCalifornia-based company, in an amount not to exceed $107,800 (including a 10% contingency) for improvements to the CREST Youth Office located at Reed Park. 2. Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority. Executive Summary During the FY 2007-2008 budget process, Council approved funding for the Reed Park Facilities Improvements Project. Staff at the CREST Youth Office located at Reed Park has grown over time with office and storage spaces added ad hoc which has resulted in an inefficient work area and little to no area for staff to serve the public. This remodel is necessary to provide program managers and coordinators with an adequate, organized and functional space and a small reception area in a shared building to better serve the community. Due to staff shortage, the City was unable to begin the project until FY 2008-2009. Since that time, a space analysis was conducted, designs prepared, construction bid documents generated, and permits obtained. The City solicited bids for the improvements and staff recommends CST Construction Company for the project in an amount not to exceed $107,800. Discussion Reed Park, located at 7th Street and Wilshire Boulevard, is a vital community gathering place that includes Miles Playhouse, Joslyn Hall, tennis and basketball courts, a playground, storage buildings, and the existing CREST Youth Office. The Youth Office administers the after-school CREST Program, as well as other weekend and summer 1 recreation and sports programs for elementary and middle school-age youth and their families. The Youth Office currently receives approximately 9,000 youth registrations annually. The Youth Office occupies 1,725 square feet of space within two buildings at Reed Park. The eight program coordinators occupy both buildings with four coordinators in each building. The office is regularly visited by the public and there is insufficient reception and counter space for computers used by the public to complete necessary online forms. This project creates efficient space for City staff and the public. The scope of the project includes consolidating the existing Youth Office with adjacent meetinglstorage room to create one open space with an organized hierarchy of work spaces. An existing covered clearstory window will be uncovered to add natural light. New ducts, new carpet, and improved lighting will also be installed. By consolidating staff offices into one building, a room in Joslyn Hall can be converted to amuch-needed conference room. Contractor Selection The City issued a Notice of Inviting Bids on July 14, 2010. The notice was published in the Santa Monica Daily Press and posted on the City's website. The scope of work includes minor demolition, new finishes, new millwork, a modified kitchenette, air ducts upgrades, new carpet and paint, and new light fixtures. The City received 13 formal bids that were publicly opened by the City Clerk's staff on August 19, 2010. The selection criteria were based on pricing, understanding of the scope of the project, direct experience on similar projects, approach to the work, technical competence, and qualifications of the proposed staff. Staff recommends CST Construction Company based on the quality of their services and experience with similar projects. The contractor's recently completed projects include the Larchmont Lofts, Jefferson Creative Offices, and the City of Long Beach Mother's Beach Park Improvements. These projects demonstrate experience with new construction and tenant improvements. References were contacted and all. respondents reported that the contractor's work was completed in a timely and cost-efficient manner while maintaining consistent quality. The State Contractors License Board confirmed that the contractor's license is current, active, and in good standing. Construction is scheduled to begin in November 2010 and be completed by Aprii 2011. 3 Financial Impacts & Budget Actions The contract amount to be awarded to CST Construction Company is $107,800.
