Street Lighting on 25th Street, San Vicente to Montana
As you know, the City Council recently abandoned
all but one block (San Vicente Boulevard to Georgina) of
the proposed lighting of 20th Street due to a majority
protest received from property owners in the remaining
blocks. One of the statements made by some of those pro-
testing was that they did not approve of the type of light
standard proposed by the City, but would be in favor of
the project if amore aesthetic standard could be used.
As you also know, subsequent to this meeting
certain Council members requested that an attempt be made
by this office to find such a standard. In compliance
with this request, several existing lighting installations
in neighboring cities were investigated, and we have found
a standard, without a mast arm, of a type now being installed
in residential areas in Palos Verdes, which it is believed
will be acceptable to those who do not like the standard
presently proposed.
To enable the owners of property concerned with
the street. lighting on 25th Street, between San Vicente
Boulevard and Montana Avenue (scheduled for public hearing
on December 11, 1902) to view both types of standards to
determine which standard meets with the approval of the
majority, this office has arranged for a trial installation
on 20th Street, between San Vicente and Georgina, of one of
the above lights, together with one of the lights presently
proposed.
These lights, which will probably be installed
during the. week of December 10-14, will be available for
inspection and comparison both for appearance in daylight
and for lighting effectiveness at night.

Since this trial installation will not be made
until after the December 11 hearing date, it is recommended
that the City Council be requested to take action, at the
time the public hearing on the 25th Street lighting is
opened at the December 11 meeting, to continue the hearing
to some future date to give the residents an opportunity
to view the trial installation.
The property owners have been notified by letter
of the trial installation, and of my intention to recommend
to you that the City Council be requested to continue the
hearing to some future date as outlined above. A copy of
this letter is attached hereto.

Dear 25th Street Property Owner
BARTLETT L. KENNEDY
CITY ENGINEER AND
DIREG TOR OF PUBLIC WORKS
E. DONGL AS MDATEER
ASSISTANT CITY ENGINEER
As you probably know, the City Council recently abandoned
all but one block San Vicente boulevard to Georgina of the proposed
lighting of 2Oth Street due to a"majority protest received from prop-
erty owners in the remaining blockso One of the statements made by
some of those protesting was that they did not approve of the type
of light standard proposed by the City, but would be in favor of the
project if a more aesthetic standard could be usedm
a~n an effort to over^.,ome this objection; this office has
investigated many different types of modern standards and has found
a standard, without a mast arm, of a type now being installed in
residential areas in Palos Verdes, which it is believed will be
acceptable,
In recognition of the fact that the appearanoe of the light
standard to be used will be an important faetor in your approval or
disapproval of the lighting of 25th Street scheduled for hearing
before ti^ae City Council on December 11~, arrangements have been made
for a trial installation on 2Cth Street, between San Vicente and
Georgina, of one of the above lights, together with one of the
lights originally proposed.
These lights, wkaich will be installed in about two weeks;
will be available for your iraspeetion"arad comparison both for appear-
ance in daylight and for lighting effectiveness at night.
Sinoe this trial installation will not be made until after
the December 11 hearing"date, the Administrata.on proposes to ask the
City Council, at the December 11 Council meeting; to continue said
hearing to some future date so that you will have an opportunity
to inspect this trial installation,
if this request is granted, and, after viewing the trial
installation you approve of the "Palos Verdes" type, you may, if you
wish, withdraw any protest you may previously have filed, by writing
to the City Clerk.
Very truly yours,
