A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MOMCA
DECLARING ITS INTENT TO GRANT TAXICAB FRANCHISES TO
BELL CAB COMPANY, INDEPENDENT TAXI OWNERS ASSOCIATION,
METRO CAB COMPANY, TAXI TAXI, AND YELLOW CAB COMPANY
WHEREAS, on July 28, 2009, the City Council adopted Ordinance No. 2292
(CCS}, establishing a taxicab franchise system in order to assure reliable, safe, quality
taxicab services in the City and to eliminate undue congestion and air pollution,
disorganization, and hazards associated with the City's previous-open-entry regulated
taxicab environment; and
WHEREAS, the City of Santa Monica manages taxicab franchises to ensure an
effective and efficient taxicab fleet that meets a common standard of care; and
WHEREAS, Gity Charter Section 1601 requires the City Council of the City of
Santa Monica ("Council") to pass a resolution declaring its intent to grant taxicab
franchises;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. .Council hereby declares its intent to grant a taxicab franchise to
each of the following taxicab companies:
Bell Cab Company
Independent Taxi Owners Association
Metro Cab Company
Taxi Taxi
Yellow Cab Company.
SECTION 2. The terms and cond"itions upon which the taxicab franchises will be
granted will be as specified in Santa Monica Municipal Gode Chapter 6.49; the
resolutions relating to taxicab operations and applicable fees; the taxicab rules and
regulations; and the ordinances granting a franchise to each of the above-named
proposed grantees, including but not limited to terms with respect to the duration of the
franchise, required payments to the City, grounds for suspension or termination of the
franchise, operational and service requirements for #axicab vehicles, taxicab drivers,
records and reporting requirements, dispatch and communication system requirements,
and insurance and indemnification requirements.
SECTION 3. The public hearing at which Council shall hear and pass upon all
protests with respect to the proposed taxicab franchise grantees set forth in Section 1
will take place on November 9, 2010, at 5:30 p.m., at 1685 Main Street, Santa Monica,
Califorriia 90403.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth the same shall be in full force and effect, The City Cierk shall cause this
Resolution to be published once in the official newspaper within 16 days after ifs
adoption.
