A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
SUPPORTING ASSEMBLY BILL 1060 (DE LA TORRE)
REQUIRING THAT ALL ALCOHOL PURCHASES ARE MADE
WITH A CASHIER TO SAFEGUARD AGAINST MINORS
PURCHASING ALCOHOL AT SELF-CHECKOUT KIOSKS
WHEREAS, studies shows that minors throughout the state are consuming
alcohol at younger and younger ages with 28% of teens drinking and some minors
drinking as early as their pre-teen years; and
WHEREAS, as the number of self-checkout kiosks grow, the risk increases that
minors will use them to bypass face-to-face transactions and thereby illegally acquire
alcoholic beverages;
WHEREAS, studies have shown that this risk is very real because the machines
are easily "fooled" by underage drinkers, often fail to lock-up to prevent illegal alcohol
sales, and a single clerk cannot adequately monitor several machines; and
WHEREAS, the thousands of drunk driving accidents and deaths in California
alone require action to reduce the risk that minors will illegally purchase alcohol and
then drink and drive; and
WHEREAS, Assembly Bill 1060 (De La Torre) will limit all off-sale liquor licenses
to selling alcoholic beverages at registers with cashiers and will thereby ensure that
alcohol purchases- are made through fact to face transactions so that identification is
always checked.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SATNA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Santa Monica supports Assembly Bill 1060 (DeLa Torre)
and urges the Governor to sign it into law without delay.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution and
thenceforth and thereafter the same shall be in full force and effect.
