Subject: Memorandum of Understanding between the City of Santa Monica and the
Santa Monica-Malibu Unified School District regarding the Civic Center
Joint Use Project
Recommended Action
Staff recommends that the City. Council ("Council") authorize the City Manager to
negotiate and execute a Memorandum of Understanding ("MOU") by and between the
City of Santa Monica and the Santa Monica-Malibu Unified School District ("School
District") regarding the Civic Center Joint Use Project ("CCJUP").
Executive Summary
The purpose of the MOU is to provide funding of $1,084,423 to the School District for
planning, design and environmental review work related to the CCJUP.
Discussion
The CCJUP is located within the City's civic center and is considered a priority
redevelopment implementation plan project. Given its scale, proximity and relationship
to the City's civic center and downtown, the timely commencement of the CCJUP is
critical to the planning and successful integration of the many City projects underway,
including- the Expo Light Rail Project,. the Palisades Garden Walk Project, and the
implementation of a parking plan for the City. Under the MOU scope of work, the
School District will be reimbursed for planning, design and environmental review work
associated with the CCJUP. This arrangement -will ensure that the CCJUP
environmental work is expeditiously undertaken and completed in a manner that
facilitates the City's work on other aspects of Civic Center development. The CCJUP

seeks to connect the School District's long-range plan to expand the Santa Monica High
School campus with revitalization efforts underway in the civic center. Specifically, the
CCJUP includes plans for new or redeveloped recreational and cultural facilities that
the broader community could access when not needed by the high school, the creation
of a Michigan Avenue pedestrian/bicycle promenade to facilitate public access through
the campus, and subterranean parking.
Financial and Budget Actions
No budget action is necessary. On June 22, 2010, Council adopted a capital
improvement project budget of $1,084,423, at account number 0014051.589000
(SMMUSD Planning and Design). The funds provided for under this MOU will constitute
a portion of the $57 million CCJUP allocation made by the Council on November 17,
2009, and reduces the remaining allocation to $55,915,577.
