sr-101210-3cCity Council Meeting: October 12, 2010 Agenda Item: 3"C--~ To: Mayor and City Council From: Carol Swindell, Finance Director Subject: Purchase of Pay-By-Space Machines for Main Street Parking Lots Recommended Action Staff recommends that City Council authorize the City Manager award a purchase order to Digital Payment Technologies, a Canada based company, in the amount not to exceed $340,000 for pay-by-space machines for the City's Main Street parking lots. Executive Summary The Digital Payment Technologies machines will replace 351. parking meters at Main Street parking with 20 pay-by-space machines. Replacing parking meters with pay-by- space machines will provide customers with an electronic pay option and will reduce ..labor and maintenance costs. The cost of 20 pay-by-space machines is $340,000. Discussion The Digital Payment Technologies machines will replace 351 single-space meters with 20 pay-by-space machines at City parking lots located on Main Street between 2300 and 2600 Neilson Way. These pay-by-space machines will provide customers with an electronic pay option and will reduce labor and maintenance costs associated with the collection and deposit of monies collected from parking meters and maintenance of meters. Currently, the City operates eight Digital Payment Technologies pay-by-space machines at various City-owned parking lots, including the lot adjacent to the Annenberg Community Beach House. These machines are maintained by City and the parking operator's staff and have been found to be reliable, user-friendly, multi-lingual, and secure. In addition, they are compatible with parking enforcement equipment and are powered using solar power. 1 Vendor Selection Staff recommends Digital Payment Technologies as a sole source provider for the 20 pay-by-space machines heeded to replace the single space meters at the Main Street lots. The City currently has Digital Payment Technology machines in five locations and having compatible equipment in various locations increases the efficiency of the operations and maintenance of the equipment, would allow for parking operation's staff to program the machines remotely for all lots, ensures the public has a consistent parking experience, and allows the City to produce consolidated parking reports. The City has had good experience with these machines. Several other cities in southern California including Long Beach, Glendale, and Ventura, have recently selected these pay-by-space machines. The price quoted to Santa Monica is consistent with that provided to these cities. Revenue from all pay by space machines will able to record in one consolidated report. The proprietary copyright of the software-owned by Digital Payment Technologies will only able to work on Digital Payment Technologies pay-by spaces machines as the hardware. Compatibility of these new machines with existing inventory is of paramount consideration. Financial impacts & Budget Actions The purchase order to be awarded to Digital Payment Technologies is $340,000. Funds are included in the FY 10/11 budget at account 0774056.589000. Funds for for ongoing maintenance will be requested in each annual budget cycle for council approval.
