Subject: Acceptance and Appropriation of FY 2009 State Homeland Security Grant Program
(SHSGP) and Urban Area Security Initiative (UASI) Grant Funds
Recommended Action
Staff recommends that City Council:
1. Authorize the City Manager to accept a grant from The Department of Homeland Security in
the amount of $149,694 and execute related agreements to fund training for the members of
the Fire Department in hazardous materials and urban search and rescue response.
2. Authorize budget changes as outlined in the Financial Impacts and Budget Actions section of
this report.
Executive Summary
The SHSGP and UASI grant programs provide no-match grant funding for costs associated with
updating and implementing each State's Homeland Security Strategy, and enhances the capability of
local agencies to prevent and respond to threats and/or incidents of terrorism. The City will receive
$117,833 in 2009 UASI funds, and $31,861 in 2009 SHSGP.funds for Urban Search and Rescue and
Hazardous Materials training that will provide emergency responders with the specialized skills
necessary for these types of responses.
Discussion
As a result of the terrorist attacks of September 11, 2001, the U.S. Department of Homeland Security,
through the Office for Domestic Preparedness, has provided financial assistance to state and local
governments through no-match grant programs.
The UASI and SHSGP grant programs were created to support regions with large "core" cities such
as Los Angeles. The grants are 100% federally funded from the Department of Homeland Security to
the State of California: The City of Los Angeles administers the UASI grant program for many of the
surrounding cities including Santa Monica. The County of Los Angeles provides the same for those
receiving SHSGP funding.

The Santa Monica Fire Department serves as the point of contact for the U.S. Department of
Homeland Security and coordinates with other city departments to address the homeland security
needs of the City of Santa Monica.
Since the inception of the Department of Homeland Security grant program in 2001, the City of Santa
Monica has directly received approximately $4.3 million in no-match grant monies. Funding was
awarded to the City in fiscal years 2001, 2002, 2003, 2004, 2005, 2006, 2007 and 2008. These grant
funds have purchased necessary equipment, supplies and have funded training activities for
emergency responders in direct support of overall regional goals to promote effective information
gathering, sharing and response to threats and/or acts of terrorism.
The 2009 no-match UASI and SHSGP grant funds of $149,694 will be used for costs associated with
training Santa Monica Fire Department staff members in the specialized areas of hazardous materials
and urban search and rescue response.
Financial Impacts & Budget Actions
The following 2010-11 budget changes are needed to record receipt of the grant funds and make
them available for program use:
1) Establish a revenue budget in the amount of $117,833 at account number 20312.406795 for
receipt of 2009 UASI reimbursements.
2) Establish a revenue budget in the amount of $31,861 at account number 20312.406802 for
receipt of 2009 SHSGP reimbursements.
3) Appropriate $117,833 in operating account number 20312.555395 for expenditures
associated with 2009 UASI training.
4) Appropriate $31,861 in operating account number 20312.555362 for expenditures associated
with hazardous materials response training.
