A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR SHELTER
PLUS CARE PROGRAM FUNDING TO ASSIST HOMELESS PERSONS
WHEREAS, The U. S. Department of Housing and Urban Development has
issued a NOTICE OF FUNDING AVAILABITY FOR SHELTER PLUS CARE
PROGRAM; and
WHEREAS, the City of Santa Monica is eligible as a unit of local
government; and
WHEREAS, the City is therefore eligible to apply for Shelter Plus Care
Program funding; and
WHEREAS, the City Manager can act on behalf of the City of Santa Monica
and will sign all necessary documents required to submit the grant application; and
WHEREAS, the City of Santa Monica is capable of and willing to apply for
funds and will supervise the implementation and operation of this program if funded;
and
WHEREAS, the grant application is consistent with the City's Comprehensive
Housing Affordability Strategy (CHAS), Housing Authority' s Annual and Five Year
Plan, and 2010 - 2015 Consolidated Plan, Homeless Action Plan and the priority of
the Westside Service Planning Area #5.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
SANTA MONICA DOES RESOLVE AS FOLLOWS:

SECTION[ 1. The City Council hereby autharizes the City Manager to prepare
and submit a grant application to LAHSA, including a!I understanding and assurances
aantained therein.
SECTION 2. The City Council further authorizes the City Manager to act in
connection with the appiiaatian, to provide additianai information as may be required,
enter into a contract and any amendment thereto, and perform arry and a!!
responsibilities in relation to such a contract.
SECTION 3. The City of Santa Manisa agrees to contract with the U. S.
Department. of Housing and Urban Development to operate the program an its behalf.
SECTION 4. The City Cierk shaii certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in foil force and effect.
