Subject: Transfer of Radios to Los Angeles City Fire Department
Recommended Action
Staff recommends that the City Council approve the transfer of radios and station
alerting equipment to the Los Angeles City Fire Department in lieu of cash payment for
emergency dispatch services already provided by Los Angeles to Santa Monica.
Executive Summary
Radios and station alerting: equipment were purchased with grant funds for use in the
regionalization of emergency dispatching services from January 23, 2007 through
December 8, 2009. With the reactivation of Dispatch (Fire Communications) to Santa
Monica Fire Department, the radios and station alerting .equipment are no longer useful
to the Santa Monica Fire Department or the City of Santa Monica. The Los Angeles City
Fire Department has agreed to the exchange of the radios and station alerting
equipment for emergency dispatching services.
Discussion
On June 14, 2005, Council approved the Santa Monica Fire Department entering into
an agreement .with Los Angeles City Fire Department to join the Los Angeles Area
Regional Dispatch System, Contract #C-110479. Radios and station alerting equipment
purchased by Santa Monica were for the exclusive use with the Los Angeles
communications system. All equipment was purchased using grant funds. The regional
system remained in use from January 23, 2007 through December 8, 2009, at which
time the Santa Monica Fire Department reactivated Fire Communications.
The radios and station alerting equipment used during the partnership with Los Angeles
are still in excellent condition and will be an asset to the Los Angeles City Fire
Department.
The equipment to be returned includes:
• 101 Handheld Radios Attachment C
• 24 VRM Attachment D
• 5 Station Alerting Systems Attachment E
• 15 Mobile Radios Attachment F
The Los Angeles City Fire Department will accept the "in lieu ot" offer of equipment in
instead of cash payment for emergency dispatching services. (Attachment A)
Financial Impacts & Budget Actions
The Fire Department's FY2009-10 budget included $632,457 (account number
01316.569010) to pay for contracted services for emergency dispatching services
through Los Angeles' regional dispatching system -Operational Control Division
(OCD). As part of the FY2009-10 Mid Year process, the department included $239,700
savings in emergency dispatch services as it became evident the full year budgeted
amount would not be needed with the reactivation of Fire Communications projected
before the end of calendar year 2009. This left $394,557 to pay for services used from
July 2009 through December 2009.
The original estimate for emergency dispatching services for July-December 2009 was
$320,918. After re-evaluating the value of the equipment and the actual cost of
dispatching services, it has been agreed that both are of an equal value totaling
$287,098. This agreement made between the Los Angeles City Fire Department and
the City of Santa Monica Fire Department provides a reasonable value for equipment
and services. The transfer of listed equipment shall serve as payment in full for
services provided between July 1, 2009 and December 8, 2009 per invoice #

additional payments from Santa Monica to Los Angeles.

Santa Monica Fire Department Station Alerting Svstem Hardware and Portable Radios
On July 21, 2009 the City of Santa Monica served written "Notice of Termination of
Agreement No. C-110479" to the City of Los Angeles Fire Department.
On December 8, 2009 the City of Santa Monica Fire Department (SMFD) discontinued
using services of the Los Angeles Fire Department (LAFD) Operations Control Divisicn
(OCD) to provide dispatch and status services. Effective that date, the Santa Monica
Fire Department cut-over to its own private voice and data communications networks
and is thus no longer operational on the LAFD private voice and data networks.
In addition to notification of termination of services, the written notification dated July 21,
2009 made offer of the exchange of goods in lieu of cash payment as partial payment
far the special dispatch services rendered by the City of Los Angeles.
The purpose of this letter is to convey to you that the "ih lieu of offer in exchange of
cash payment is amicable to the Los Angeles Fire Department and to provide you with a
list and "fair market value" of the equipment in question fo apply to the fiscal year
2009/2010 billing.
The following "fair market value" assessment was conducted by staff within the Los
Angeles Fire Department Fire Communications and Dispatch Support Section and
technical experts from the City of Los Angeles Information Technology.

Factors considered for value assessment included, but were not limited to initial
acquisition time (age), expected remaining service life, required maintenance cost to
return to service and warranty status. Table 1.0 itemizes the fair market value of listed
goods for exchange in lieu of cash payment.

Subsequent to delivery, LAFD Fire Communications and Dispatch Support Section staff
with the support of 1TA technicians will verify proper operation of all portable and mobile
radio equipment. LAFD Fire Communications will provide a written report of testing
within 30 business days of delivery. Damaged, non-operational or reduction of listed
exchanged equipment will reduce the "in lieu of" value of the complete package based
on the Table 2.0.

Following the exchange of equipment in lieu of cash payment, should the fiscal year
2009/2010 billing for special dispatch services rendered by the Cify of Los Angeles
change for any reason, in no event will it result or require cash payment to the City of
Santa Monica.
Tables 3.0 (Portable Radios), 3.1 (VRMs), 3.2 (Station Alerting Hardware) and 3.3
(Mobile Radios) provide an itemized inventory of equipment offered in lieu of cash
payment for services rendered by the City of Los Angeles for special dispatch services.

In accordance with the provisions of the contract between the City of Santa Monica and
the City of Los Angeles, during the last year of this contract or due to mutual agreement
to terminate the contract, Santa Monica may be charged a monthly amount equal to
1112 of the total annual estimated Regional Service Fee for the remaining months this
agreement is in effect. Upon mutual agreement,.the confractwas terminated December
8, 2009. Since the contract was terminated in the midd~~e month, a daily amount
equal to the total estimated Regional Service Fee will be charged for the total number of
days the contract was in effect in fiscal year 2009-2010.
The estimated service fee for fiscal year 2009-2010 is $650,876. The breakdown of the
various cost factors are on Attachment 1. Cost Alldcation Plan (CAP) 31 was used to
calculate the indirect. costs associated with the various positions. Please see
Attachment 2. Based on the above, the final annual service fee due from Santa Monica
is $287,098.42.
