SUBJECT: Resolution Authorizing the City to Contract
with Approved Escort Services to Provide Traffic
Direction at Officially Sanctioned Events of the
Recreation and Parks Department
SNTRODUCTION
This report recommends that the City. Council `adopt the
attached Resolution authorizing the City to contract caith
approved escort services to supervise and patrol events such
as footraces within the City limits.
BACKGROUND
Footraces and other approved events have traditionally
been covered by Police Department personnel on overtime
salary. This requires officers to work on their own time and
places a hardship on the Police Department.
State Vehicle Code, Section 21100 (E) states, "Local
authorities may adopt rules and regulations by ordinance or
resolution regarding the following matters:
(e) Regulating traffic by means of any person given
temporary or permanent appointment for such duty
by the local authority whenever official traffic
control devices are disabled or othercaise inoperable,
at the scenes of accidents or disaster, or at such
locations as may require traffic direction for
orderly traffic flow."
In the event that the Police Department could not provide
traffic control at a scheduled activity this resolution would
allow the City to contract with a private company for that service.

ECONOMIC IMPACT
None. The sponsor of the event would be required to
pay for these services and insure the City against liability.
ALTERNATIVES
Council ma_y approve or disapprove the attached Resolution
authorizing the use of approved escort services.
RECOMMENDATION
Staff recommends that the Council approve the attached
Resolution authorizing the use of approved escort services
for City sanctioned events.
