This report transmits a request to close Ocean Avenue between Montana and
Washington Avenues on Sunday, September 17, 1978 between 10:00 a.m. and 4:00 p.m.
Bed Race Conditions
This race is being sponsored by the Santa Monica Jaycees to help fund many of their
community projects (eg: Huck Finn Day, Miss Santa Monica Pageant, Santa Claus
Visitation, Blood Pressure Checks, Toys for the Needy, and the Santa Monica
Boys Club.)
Attached is a copy of correspondence dated August 4, 1978 from Jerry Brangan,
President, Santa Monica Jaycees, describing the proposed event.
The City Attorney has previously advised that pursuant to Section 21101,
Sub-Section E of the State Vehicle Code, Council approval of this requested
street closure by resolution is required.
City Staff will be working with this group of ,City departments as was done last
year for the Bed Race on Third Street. The following arrangements will be made:
1. Barricades will be placed to facilitate the street closing.
2. Temporary no parking signs will be posted prior to the proposed race.
3. Trash containers will be provided by the Refuse Division and will be
located throughout the closed off area.
4. Traffic control will be provided by Police personnel.
S. Emergency vehicles will avoid this area except in an extreme emergency.

7. Parking and Traffic costs would be $150.00, Trash containers would be
$40.00, and Police costs would be $380.00 for a total of $570.00.
Recommendation
It is recommended that the Council adopt the attached resolution authorizing
the temporary closure of Ocean Avenue as discussed, and that the Jaycees absorb
the fees for City services.
