Installation of Lighting on Tennis Courts at
Los Amigos Park - Rejection of Bids
Introduction
July 28, 1978
This report recommends that the City Council reject all bids for the
installation of lighting on two tennis courts at Los Amigos Park.
Background
On July 25, 1975, the Los Amigos Park project was included in the bids
for tennis court construction and lighting at P-?emorial and P1arine Street
Parks. The low bid at that time of $20,000 for the Los Amigos lights was
in excess of the $15,000 available, and therefore, deleted from that
contract. Subsequently, $7,000 has been transferred to this project from
remaining bond funds from P.?emorial Park. The subject project was recently
redesigned and readvertised.
Bids for the redesigned project were opened in the City Council Chambers.
after 3:00 p.m., Monday, July 24, 1978, and read publicly by the Assistant
City Clerk. Plans and specifications [were issued to ten (10) contractors.

Funds in the amount of $22,000 are now available from the State Beach
Park and Recreation and Historical Facilities Bond Act of 1974, in
accordance with Project Agreement No. 19-0078.
The amount of $18,810 submitted by the low bidder stipulated that the
fixtures to be used. were of another manufacture than specified. Inves-
tigation of these fixtures revealed that they will not withstand weathering
like the specified materials, and therefore are not acceptable to City
Staff.
The amount submitted by the second low bidder of $27,838 is in excess of the
funds available for the project, and therefore, cannot be awarded. After
discussions with representatives of the City Attorney's office, Staff
believes that the best interests of the City will be served by rejecting
all bids and readvertising.
Recommendation
Reject all bids and readvertise.
