SUBJECTS Temporary Closure of Main Street`Between-Ocean Park
Blvd. and Pier Avenue on Sunday, August 20, 1978 for
the Fifth Annual Old Main Street-Fair
Introduction
This report transmits a request to close Main Street between Ocean Park
Blvd. and Pier Avenue betweeh'b;00 a.m. and 9:00 p.m. on Sunday, August
20, 1978 for the Fifth Annual Old Main Street Fair and Festival.
Main Street Fair Conditions
Attached is a copy of correspondence dated April 13, 1978 from Mr. Robert
J. Scura, President of Grand American Fare, Inc., who is making the Equest
on behalf of the Main Street Fair and Festival.
The City Attorney has previously advised that pursuant to Section 21101 Sub-
section E of the State Vehicle Code, Council approval of this request of
street closure by resolution is required (resolution attached).
The City staff will be working with this group and City departments and the
following arrangements will be made:
1. Barricades will be placed early Sunday morning in the off peak
traffic time to facilitate the closing.
2. Trash containers will be provided by the Refuse Division and will
be located throughtut the closed-off area,
3. Street sweeping will follow the re-opening of the street.
4. Traffic control will be provided by Police personnel a-,d a three
wheeled scooter with two-way radio.

S. Temporary "No Parking" signs will be posted prior to the proposed
closing.
6. Emergency vehicle access will be clearly marked-and unobstructed
at all times.
7. All requirements of the County Health Department will be complied
with.
In addition, SCRTD and our own bus lines will be alerted that they will
have to re-route buses during this period.
The Committee has also agreed to provide their own monitor forces in dis-
tinctive clothing to facilitate crowd control-and provide assistance and.
directions to those attending the Fair.
The City's costs of last year's Old Main Street Fair were $1,235.51; this
would be the approximate cost for the 1978 Fair.
Mr. Scura or his representatives will be present at the meeting to answer
any questions the Council may have.
Recommendation
It is recommended that the Council adopt the attached resolution authorizing
the temporary closure of Main Street as discussed.
