This report concerns the fees and charges resolution referred for preparation
to the City Attorney's office.-

At their August 22, 1978 meeting Council held a public hearing and reviewed
staff recoumendations concerning fees and charges for recreation programs and
facilities. Council approved the increased fees and charges but delayed
their implementation for one year.
Staff has revised sections of the resolution to enable the. Council to give
policy direction rather than specific dollar amounts to be charged for
building rental and ball field rental costs.
The implementation of this policy should be coordinated to effect use of
the facilities by seasonal sports. Permits will be issued for Little League,
American Youth Soccer and su¢mer leagues. after January 1, 1979 and before
July 1, 1979. It is staff's understanding that Council desired to
implement this policy with next seasons use, thus avoiding a two year delay
in the collection of fees and charges.
Alternatives
1. Council may approve the resolution as submitted with the conditions to
be implenented January 1, 1979.
