This report requests Council action regarding requests received by City
staff to issue refunds for fees paid by youth groups for field lights during
1979 and 1980.
BACKGROUND
City Council, during its meeting of January 8,1980-(Item 11C), approved
Resolution No, 5595 (CCS) amending Resolution No, 5120 (CCS) amending
Resolution No. 5120 (CCS) to abolish the charging. of fees for facility use
for youth outdoor field organized activities.
In effect, the decision to abolish such fees at that time relieved
spring leagues (i.e, Little League, W.B.B,A., etc.) of paying for field
lights, while fall leagues (i.e. A.Y.S.O „ Santa Monica Boys Club) had
already paid for electrical use throughout their seasonal play.
Staff has since received a request for refund of those fees from the
American Youth Soccer Organization (A.Y,S.O.) and anticipates a similar
request from the Santa Monica Boys Club.
ECONOMIC IMPACT
Refunds to both clubs would total $4,391.60
ALTERPJATIVES
1. Council may decide to instruct City Staff to issue refunds for field
light fees paid by youth groups in 1979 and 1980.

RECOMMENDATION
It is recommended that Council authorize the refunds and appropriate
$4,391.60 from the unappropriated reserves for this purpose.
