Request of Aaron Russo Sports

Staff has denied a request from Aaron Russo Sports for the Los Angeles Marathon
to be held in 1982. The applicant is appealing this decision to Council. ~
This report outlines the reason for staff's denial and recommends that Council
deny this appeal.
Background
Mr. David Ze1on, President of Aaron Russo Sports, submitted a request for
a permit to have the Los Angeles Marathon finish in Santa Monica at the
2600 Beach Parking Lot. The course would be along San Vicente Boulevard,
west to Ocean Avenue, then south on Ocean Avenue to Hollister and then into
the beach parking lot. Mr. Zelon offered to contribute to many organizations
in Santa Monica and promised to provide television coverage and compares
this event to that of the finish of the Boston and New York Marathons.
On June 26, 1979, Council passed resolution 5331 (CCS) concerning the establishment
of official routes for 10 kilometer and marathon foot races. In the resolution,
Council limited the agencies to "the City in its official capacity, Santa
Monica based non-profit social service agencies, including its community
services council, and employee associations and City Departments with social
service agencies having preference." Based upon Resolution 5331, and the

failure of this request to fall within the conditions of that resolution,
staff has denied the request.
This request is not related to the Olympic Marathon which would be held
in 1984, but is for the promotion of the Los Angeles Marathon. The City
conducts its own Marathon in August us part of ..the annual Sports and Arts
Festival, its own lOK run in April, and permits the Social Services 10K
in September.
Recommendation
Staff recommends that Council deny the appeal of Aaron Russo Sports to allow
the finish of the Los Angeles Marathon in the beach parking lots in Santa
Monica.
