sr-102379-6rSanta fetonca, California T0: Mayor and City Council FROM: City Staff SUBJECT: A Recommendation for a Bikeway Study Introduction October 15, 19 7 9 t~ J ~ , Ovi 2 3 1979 This report provides information and makes recommendations regarding a number of steps that the staff advises should be done to provide improved facilities for bicycle users. Background Santa Monica presently has bicycle routes on a number of streets throughout the City. These routes were designated by the Parks and Recreation Commission and are primarily to serve recreational needs. It should be noted that a bicycle route consists merely of signs on a street which designate that the street may be used by bicyclists. A bicycle route does not include any type of special facilities such as lane markings for bicycles. Santa Monica also has a recreational bicycle path at the beach which is an exclusive path (except for encroachment by roller skaters}. This bicycle path is planned to be expanded northward by the City of Los Angeles. Exclusive bicycle paths are unique and it is not possible to build these in most sections of Santa Monica due to the relatively dense urban development. There are no` special bicycle facilities in Santa Monica to serve transportation needs in addition to recreation. Facilities are needed for those traveling to school, to work, and shoppers. Bicycle lanes are exclusive lanes for use by bicycles which are painted on the city streets. Bicycle lanes are possible only on certain streets due OCT 2 3 1979 To: Mayor and City Council -2- October 15, 1979 to width restrictions. No parking restrictions are contemplated. There are a number of conditions which the staff believes should be met before bicycle lanes are installed on streets of Santa Monica. These include: 1. An Origin and Destination Study to determine the places that bicyclists wish to travel to and where they are coming from. 2. A survey of current bicycle traffic on the most heavily used City streets. 3. A study of possible additional liability from such installation. 4. Preparation of a rational network plan by a professional traffic engineer or civil engineer in consultation with advance planners and community groups. The staff proposes to begin the planning for this project by undertaking the Origin and Destination Study, the survey of current use of bicycles on various City streets, and the liability study, (Items 1, 2, and 3 above} and to present the findings to Council in 90 days. This planning will necessarily involve Advance Planning, the Police Department, consideration of plans by the City of Los Angeles, and input from community and business groups. The planning will also address the need for provision of bicycle racks and other facilities to enhance a total system. Recommendation Approve staff proposal as outlined and request a formal report by the second Council meeting in January.
