Subject: Application for Bicycle and Pede strian
Funds Authorized Under 56821
INTRODUCTION
This report recommends City Council adopt a Resolution
authorizing the application of bicycle and/or pedestrian funds
authorized under 56821.
BACKGROUND
Senate Bill 821 provides that 2 percent of each County's total
Transportation Fund be annually set aside and used to fund the
development of bicycle and pedestrian facilities. The City has
used its share of these funds in the past to install bikelanes on
Ocean Avenue, San Vicente Boulevard, Barnard Way, and segments of
Montana Avenue, Pearl Street, and Ocean Park Boulevard. In
addition, these funds have been used to improve the visibility of
crosswalks at various locations citywide (see map).
These funds over the last three years have assisted the City
Staff in reducing pedestrian and bicycle related accidents by 35
percent.
The City is eligible to receive $15,558 this year. These funds
are proposed to be used to install bikelanes on California Avenue
between Ocean Avenue and 17th Street, and Arizona Avenue between
Lincoln Boulevard and 26th Street, and to improve pedestrian
facilities citywide. Specific proposals to install bikelanes will
be brought back to Council for approval at a later date. The

bikelanes will require approximately $6,500 with the balance
$9,008 being used for other pedestrian improvements.
BUDGET/FISCAL IMPACT
The City is eligible to receive $15,558 in bicycle and/or
pedestrian funds. These funds will enable bicycle and/or
pedestrian improvements to be made without impacting the General
Fund. These funds were not budgeted by FY 1983-84 as the amount
was not known; upon receipt the funds will be recorded in Revenue
Account $20-932-000-000-311.
RECOMMENDATION
It is recommended City Council adopt the attached Resolution
authorizing the application for Bicycle and/or Pedestrian Funds
authorized under S6821.
