Ocean Park Redevelopment Project
Background
In August, 1979, the Council approved the basic concept drawings for the proposed
six acre City park to be developed in the Ocean Park Redevelopment Project. Working
drawings, based on the approved basic concept drawings, have been prepared for the
access portion of the proposed park only. The drawings are available for review
at the Recreation and Parks office in City Hall, and will be at the Council meeting.
These working drawings have been reviewed by staff and approved by the Architectural
Review Board (approval form attached) which expressed .concern in four areas:
1. The 5' wide concrete walk from Barnard Way to Neilson Way is too narrow to
accommodate skaters, pedestrians and bicycles. Staff feels the walk could be
widened to approximately 8' wide and stilt be aesthetically pleasing.
2. The southerly end of the walkway between housing units appears to "dead end."
Staff response is the original concept of this .walkway was to provide access
from the senior citizen housing to the rest of the park.
3• The Board wanted to insure that security lighting is provided. Low bollard-
type light fixtures are proposed for the walkway, while pole-type fixtures are
proposed for the larger access way.
4. The Board also asked if the Fire and Police Chiefs had seen the plan. The
Fire Chief has reviewed it and the Police Chief is currently evaluating the plan.

The cost for the implementation of these improvements, estimated at $150,000,
is the responsibility of the Redevelopment Agency.
Recommendation
It is recommended the Council approve the working drawings for the access portion
of the public park in the Ocean Park Redevelopment Project.
