At the meeting of September 8, 1958, the City Attorney
was instructed to take steps to prepare an ordinance to amend
the present 180 day time limit on variances granted by the
Planning Director. At the same time, the City Attorney was
instructed to preparq an ordinance permitting the use of
"Efficiency Living UnitsiP
The Planning Commission has reviewed the proposed change
of the Zoning Ordinance and has made a favorable recommendation
and the proposed ordinance .will be on the agenda for October 27
1959. The proposal to permit "efficiency living units" wi11 be
on the same agenda.
The following is submitted for your consideration with
re~pect.to the "efficiency living units":
Section x-503{b) of the Housing Code reads as follows:
i°Superficial Floor Area. Every dwelling unit
Shall have at_least one room which shall 'nave
not less than ane hundred and twenty square
feet (120 sq, ft.) of superficial floor area.

living or both living and sleeping purposes
shall have not less than one hundred and fifty
square feet (150 sq, ft.) of superficial floor
area. Every„room used for sleeping purposes
shall have not less than ninety square feet

more than two persons occupy a room used for
sleeping purposes the required superficial floor
area shall be increased at the rate of fifty
square feet ( 50 sq.ft.) for each occupant in
excess of two. ,

This section is inconsistent with proposed regulations for
"efficiency living units,"

Section 505(f) of the present Housing Code pro-
vides that "no room used for the preparation of food
shall be used for sleeping purposes " This pro-
vision prohibits the so-called "efficiency living unit.''
In order to permit such units, it will be nec-
essary to.define an efficiency living unit and provide
that such a unit is exempt from said sections of the
Housing Code, Therefore, it is proposed that the Housing
Code be amended in the following respects:
1, Add Section H-403 to the Uniform Housing Code
to read as follows:
"Section H-401 Efficiency Living Unit:
Efficiency living unit is any room. having
cooking facilities used for combined living,
dining, and sleeping purposes and meeting the
requirements of Section 503{b). For the
purposes of this code an Efficiency Living
Unit is a dwelling unit."
2, Section H-505(f) is amended by adding the
following sentence:
"Exception:
The provision of this sub-division relating to
the use of a room for sleeping and preparation
of food shall not apply to "efficiency living
units."
3. Add the following to Section 503(b):
"Section 503(b) .
Exceptions:
Nothing in this section shall prohibit the
use of an "Efficiency Living Unit" meeting
the following requirements:
1. It shall have a living room of not less
than 170 square feet of superficial floor area,

An additional 50 square feet of superficial
floor area shall be provided for each
occupant of such unit in excess of two.
2, It shall be provided with a separate
dressing closet.
3. It shall be provided with'an approved
kitchen unit which shall be accessible from
the living room only. Such kitchen unit shall
be equipped with a tenant-operated electric
exhaust fan connected to the outside air, an
electric cooking appliance, a kitchen sink
connected to drain lines and provided with. hot
and cold running water, a garbage disposer unit,
and may or may not contain a refrigerator.
4, It shall be provided with a bathroom and
water closet meeting the -requirements of this
code. Such bathroom shall be accessible from
the dressing closet only.
5. An approved method of heating shall be
installed in such efficiency living unit."
The above changes will be accomplished by amending
Section 8100 of the Santa 1~lonica Municipal Code, which adopts
the building and housing codes by reference, In other words,
a near housing code with the proposed new features will be filed
with the City Clerk and adopted by refer ~e~upon „amen'T3ment of
