SUBJECT: Report on Billboard Ordinance The Gity Council amended the billboard ordinance February i4, 1961, to read as follows: """ - "SECTION 852b. BILLBOARDS. Billboards shall be per- mitted only in those areas enclosed within red lines on Santa Monica, California Billboard Districting Iviap No. 2, approved by the Gity Council on 3anuary 10, 1961, on file in the office of the Building Officer, and shall be installed as ground signs only, unless made an integral part of a building; provided no billboards shall be permitted in any part of said area enclosed within the red lines which is now or hereafter zoned Rl, R2, R3, R4 or CP District, as designated 'by Article IX of this Code. A billboard which does not con#orm with the require- ments of this section shall be removed within one year from the date it becomes nonconforming. " The purpose of this amendment was to limit billboards to those areas where they axe compatible ~c~ith the zoning. It is a fundamental prin- ciple of modern city planning that billboards are not compatible with areas zoned primarily for residential uses. At the time (December 13, 1960) the Gity Council instructed the City Attorney to draft the above amendment, it also referred the entire billboard ordinance to the Gity Manager for study and report. Attached is copy of Csty map on which have been plotted: A. Boundary of areas in which billboards are permitted under Municipal Code Section 8526. B. Location of all billboards in Santa Monica. The bar sym- bols on the map axe the large Foster and Kleiser type and "the circle symbols on the map are the smaller signs (ap- proximately 6' x 8') as used by the Kennedy Outdoor Ad- vertising Company. A considerable amount of the area colored green on the attached map follows the alignment of the old Pacific Electric railway and was in- cluded in the billboard zone years ago because of the railroad passen- ger traffic. There are only 12 billboards at present in the green area, and these are all in the central business district. -2- If it is the desire of the City Council to further reduce the bill- board zone, the preser_t ordinance could be amended as follows: A. Areas colored green be deleted from the ordinance and one year from adoption of the amendment be allowed in which to remove the existing 12 bill- boards. B. Areas colored purple be deleted Erom the ordinance, since these are residential areas in which billboards already are prohibited and from which existing bill- boards must be removed by Vlarch 14, 1962. Areas colored orange are areas in which billboards are permitted under Section 8526 and where no change is recommended.
