SUSJECT: Urban Redevelopment
Under date of December 19, 1949 the dousing and Iio?ne
Financs'Agency issued a bulletin indicating that the FedQral uovernment
will receive application fbr reservation of grant manses under the
Urban Redevelopment provisions of the housing Act of 149,
Sucrz applioations are not binding upon either party and do
not require detailed plans.
Santa i~lonica,ait appears, is not yet in a position to m«'~e
such an application' but could do so in the event that the City Council
should see fit to eonsider a possible area for redevelopment,
I ~+rould recommend, therefore, that the Council consider
possible fut=are designation of the follosYing areas as in need of
redevelopment under provisions of 'Pule 1 of the Acts
1, The area bounded by uollister Avenue,
Tralley,~ay, the South city 1lmits, and
the Pacific Ocean
2, The area. bounded bdr Fourth Street from the
Civic Center to Pico Bo=alevard, Pico Boulevard
from Fourth Street to siain Street, Main Street
from Pioo Boulevard to the Givic Center, and by
the Easterly boundary of the Civic Center
j, 'The area bo=ended by Fourth Street from Glympic
.Boulevard to ~l;chigan Avenue, by Glympic from
Fourth Street to Sixth Street' Sixtri Street from
Olympic to P•Iichigan Avenue, and_by Michigan Avenue
from Sixth Street to Fcarth Street®
In the event that suoh an action is taxers it is reco*c~mended
that a comti.ttee of qualified experts be retained to na xe a rough
estimate of ti'1e ccstof redevelopment of tae areas in question, and
that a request for reservation of the funds required be executed,

It should be emphasised that such an action would in no
sense co?mnit the Cit;.r to a redevelopment orogram. It would 'nave the
effect of requesting the reservation of funs pending possible
subsequent eXBCldtion of contraots ~~ith the Federal Government for
capital grants as limited by Title 1 of the.nct,
It might be noted that a fozmula based upon x;"70 per sub-
standard dwelling has been adopted as a guide for determining the
relative needs of a community, ~ceurate figures on the present
number of substandard units in the co.~u~!ur~.ty are not available' beat
it seems probable t'rat the total world not exceed 39000; so that a
grant of «2009000 or more cot;ld be anticipated, in addition to a much
larger suau in the form of a loan secured by t'r~e real estate in tree
redevelopment areas
