At this time ?" desire to summarize and elaborate upon earlier
recommendations regarding urban renewal and redevelopment since it appears
that Simon v~.isner and Associates Y?ave now advanced to the point where a
clear determination of policy will be financially advantageous to file
city.
For that reason I recommend:
(lj That a Redevelopment Agency consisting of five resident
electors of the City of Sar_ta Monica be appointed immediately pursuant
to the Community Redevelopment Act of California. This step u7ould mean
that the Agency could immediately seek planning advances from the Federal
government for detailed planning of project areas, In the event t"rat
it later should be found impractical to proceed such advances ~~7ould
become an outright grant, Unless such an Agency is appointed any fur~he-r
planning for ;project areas vrouid become a liability uron the city. A._1
redevelopment e„z;enses ur_der an Agency become an obligation of the
P.gency and of the redevelop~::ent area, and are not General obligations,
