Storrs, Flanning Director, has reviewed with me the scope of the request for zone change (to R-4) of the area which lies generally northwest of the rear property line on the northwest side of Hollister Ave. and southwest of Pleilson Way. It should be noted that it relates to current and future redevelopment in the general Ocean Park area in the following ways: 1. Physical effect 2. Physical effect 3. Competition for on Project No. Ia on a future Project No. 2 the housing market Physically, it is desirable to upgrade the area surround- ing Ocean Park Project Ia or Ib. F.H.A. has and will raise questions concerning the feasibility of insuring montages in a specific project area when the surrounding area is blighted and not being improved. ti potential Ocean Park Project No. 2 includes that area lying northwest of Ocean Park Blvd. to the aforementioned rear property line on Hollister Ave., and con- tinuing generally northeast to the center line of Washington Blvd.; then southeast to the City limits and northwest to Pico Blvd. Thus the land lying within the proposed zone change area, is not within a potential redevelopment project area, and if development according to the Master Plan, will~h sically benefit Project Ia and our potential Project No. 2 by improv- ing project surroundings. In relation to competition for the housing market, we currently plan to dispose of land for residential uses in Project NaIa. in 1962-1963. Development should be completed by 1966. Therefore, it appears that current residential development in the proposed zone change area would not compete with the Project Ia housing market but serve as a stimulus for future occupants of Project Ia housing by providing im- proved surroundings. This logic should also apply to our potential Project No. 2. Russell'F.
