The Secretary of the Interior in paragraph two of the said news .release is quoted as follows: "I am excluding from further consideration in OCS sale.NO. 68, 40 tracts in and near Santa Monica Bay which wereexcluded from OCS sales #35 in 1975 and #48 in 1979..." On a map attached to the news release approximately 10 tracts in the Santa Monica Bay area (cir- cled in red on the attached copy of the map) appear not to have been excluded from those selected for inclusion in.the environmental state- ment. It is our understanding that these tracts were excluded from OCS sales #35 in 1975 and #48 in 1979. and should therefore be inoluded with those deleted from further consideration in Lease Sale #68. Our concerns then are as follows: (1) Is the map which was attached to the news release of May 30, 1980, correct and accurate in its depiction ofthe tracts circled in red to be included in the Environmental Study. (2) Assuming that the map is correct and accurate, could ypu please explain the apparent contradiction between what the•Secretary is quoted as saying when he deleted from further consideration tracts in and near Santa Monica Bay and the inclusion of the tracts cir- cled in red in the upcoming Environmental Study? Andrus announced May 29th in Los Angeles the selection of 221 tracts comprising approximately 1,130,415 million acres (457,479 hectares) offshore Southern California for intensive environmental study for a'pzoposed Outer Continental Shelf (OCS} oil and gas lease sale (OCS4168) tentatively scheduled for June„ 1982. "I am excluding from further consideration in OCS Sale 4168, 40 tracts in and near Santa Monica Bay which were excluded from OCS Sales 4135 in 1975 and 414$ in 1979 and. the Federal Ecological Preserve in the Santa Barbara Channel which includes parts of 10 tracts," Secretary Andrus said. "However, the buffer zone in the Channel, which is generally seaward of the Preserve, will be studied in the environmental statement.° "The Carter Administration recognizes and respects the views of local citizens and State and local units of government. These are the people most concerned with the decisions that must be made. I took their view into consideration, weighed them against-the potential for oi? and gas in these offshore areas, and decided accordingly," Andrus said. A *_otal of 72 tree*_s were-also deleted from sale consideration following consultation. with the Department of Defense to reduce conflicts with the Pacific Missile Range. The excluded tracts fatal approximately half-a-million acres. The announcement follows the evaluation of the results from the Bureau of Land. Manageaent's {BL'i} 'Call for Nominations and Comments' issued last February,. and a series of open preliminary tract selectioL meetings. The 'Call' resulted in 609 tracts being nominated far leasing consideration by 10 companies and one individual as well a: 44 comments from Federal, State, local governments, the general public, and eaviro~ental organizations expressing concern about off share leasing or recommending specific areas for exclusion.. Open preliminary tract selection meetings were held in Los Angeles, California, and Washington, D.C „ and included participation by the California Governor's Office of Planning and Research, California State Lands Commission, California Coastal Commission, County of Santa Barbara, City of Los Angeles, Federal agencies and. the media. Tracts selected for environmental analysis range from Pt. Conception to south of San Clemente Island and 13e i3 waters from about 150 to 3000 feet (50 to 1000 meters) deep. Tracts sele=ted are no closer than three geographic miles from share and range seaward Lo 88 miles.. (more} Although tracts have been identified for EIS study, this selection is just one of many steps in the continuing public participation and information. gathering process in Federal OCS decision making. This step does not constitute a decision to hold a lease sale because no decision will be made until all requirements at the National Eaviromeatal Policy Act {NEPA) of 2969 are met. Development of the Draft Environmental Impact Statement (DEIS) will take approximately one year fallowed by public hearings, publication of a Final EZS, 30 day review by the Environmental Protectioa Agencq (SPA), with a tentative lease sale decision slated for January, 1982. If the Secretary of the Interior decides to hold a lease sale (listed on the 5-year planning schedule for June, 1982), he will first aotify the Governor of Califaraia of his tentative decision and allow 60 days for the Goveraor's comments before making his final decision.
