SUBJECT: Occidental Petroleum E.I.R. on Oil Drilling in Pacific
Palisades and irr Santa Monica Canyon
In 1976 the Santa Monica City Council took a very strong position in
opposition to Occidental Oil's request to drill for oil immediately north
of our borders.
The reasons for our opposition were as follows:
1. Great concern for the potential for oil spills into the ocean
and onto the beaches of the most intensely used public recreation
area in Southern California.
2. Concern for the degredation of the air quality in Santa Monica.
3. Adverse noise impacts for Santa Monica residents on the northwest
canyon rim (Adelaide Dr., etc.)
4. Concern for the impact on Santa h'onica residents and part of the
Santa Monica water supply if the "first choice" pipeline route
(south on Seventh Street and east on San Vicente) is used.
(You should note that one of the alternate pipeline routes feeds
into the Shell pipeline under 26th Street).
I think this City Council should endorse the position of previous City
Councils and continue .our opposition to any attempts to drill for oil in
such environmentally sensitive areas as the ones outlined in the
Occidental E.I.R. I urge that the staff be directed to review the Draft
E.I.R. and prepare comments which embody the points of concern outlined
above.
