sr-061483-7bGS:SES:JAS Council Meeting: June 14, 1983, Santa Monica, California .lUU 19 1S83 To: Mayor and City Council From: City Staff Subject: Public Hearing on the Establishment of an Undergrounding Utility District in the Area Bounded by the Centerlines of Fourth Street, Wilshire Boulevard, Seventh Street and Colorado Avenue INTRODUCTION This report requests the City Council to hold a public hearing on the establishment of an undergrounding utility district in the area bounded by Fourth Street, Wilshire Boulevard, Seventh Street and Colorado Avenue. BACKGROUND As stated in the staff report of May 10, 1983, the City of Santa PAonica, the Southern California Edison Co., and the General Telephone Company have been involved in undergrounding the aerial facilities in the City for the past 15 years. Past policy had been set by the California PUC which requires that 2% of gross revenues collected within a city be set aside for work on arterial streets and other areas of general public benefit as specified by the City Council. City staff works with staff of SCE and GTE to determine in which eligible areas the facilities can be placed underground. Property owners will- be responsible for the costs involved in undergrounding the service from the property line to their building. This work has already been done on most of the properties. For those which remain, owners are required to have private contractors do the work. Notices advising the property owner of the public hearing were mailed on June 2, 1983. RECOMMENDATION It is recommended that the City Council: 1) Open the public hearing; 2) Close the public hearing and acknowledge any protests; and 3) Adopt the attached resolution establishing an undergrounding utility district in the area bounded by the centerlines of fourth Street, Wilshire Boulevard, Seventh Street and Colorado Avenue.
