SUBJECT: Establishment of an Underground Utility District.
Bounded by Ocean Avenue - The Ocean - The North-
westerly City Limits - and Seaside Terrace, Project
No. 1977-1.
Introduction
This report recommends that the City Council, after public
hearing, adopt a resolution designating a certain area an
underground utility district and ordering the underground
installation,
Background
The considerable number of utility poles in this area, and
especially on the Coast Highway (Palisades Beach Road), pre-
sents an unsightly appearance and a potential traffic hazard,
Because of this condition, it is desirable to remove the poles,
A considerable portion of the designated area has underground
utilities presently. The project will ensure that all of the
utilities are underground. The cost of installing the new
underground facilities within this street right of way and all
costs of removing the overhead facilities wi11 be borne by the
Southern California Edison Company, General Telephone Company,
and Theta Cable T.U. The costs of connections for those
properties which are not currently served by underground

utilities are to be borne by the property o*srners being served,
Preliminary planning by the utility companies has determined
their costs for undergrounding the subject project to be:
General Telephone Company ---------_-- $ 288,000
Southern California Edison Company --- 92,000
Theta Cable TV Service -®_____________ 20,000
All property owners in the proposed district have been notified
by letter of the public hearing. There are four different
situations involving property owners in this district. A large
number of property ovaners are currently served with all underground
utilities and these property owners are not required to do any
additional worn and were so notified by Form Letter Number 1.
Some property owners are served with underground utilities except
fo-r their electrical service, These property ovaners were notified
by Form Letter Number 2. Otner property owners are served by
underground utilities with the exception of telephone. These
property owners were notified by Letter Number 3, Finally, a
few property owners are not served with any underground
utilities and it is necessary that they pay connection charges
for electrical service and telephone, These property owners
were notified by Letter Number 4.
The costs of connection for property owners are estimated to
range from y~b00.00 to 1,500.00, depending on the number of
utilities which are to be undergrounded, the distance of the
service point to the street, and the contractor chosen by
the property o*rmer, The majority of the property o4vners in

this district are currently served by underground utilities,
The project will require 24 months to complete.
Recommendation
It is recommended that the City Council adopt the attached
Resolution establishing the underground district and ordering
the underground installation.
