SUBJECT: Public Hearing to Hear Objections Regarding Establishment of an
Undergrounding Utility District on First Court between Colorado Avenue
and Wilshire Boulevard
Introduction
This report is requesting the City Council to hold a public hearing and adopt a
resolution for the establishment of an undergrounding utility district on
First Court between Colorado Avenue and Wilshire Boulevard.
Background
Resolution No. 5436(CCS), adopted by the City Council on November 13, 1979,
(Agenda Item 6-K), set December 11, 1979 at 7:30 p.m. as the date and time for
the public hearing on the proposal to initiate proceedings for the establishment
of an Underground Utility District on First Court between Colorado Avenue and
Wilshire Boulevard.
Section 7901 of the Municipal Code requires the City Engineer to prepare a
report for submission at the hearing, containing data on estimated costs to
the City and affected property owners; time required to complete the project
and remove the poles; and other pertinent factors. The following is furnished
in compliance with this requirement.
All costs of installing new underground facilities within the street rights-ofa
way, and all costs of removing overhead facilities within said rights-of-way,
will be borne by the Southern California Edison Company, General Telephone
Company, and Theta Cable of California.

All. costs of installing underground conduit, junction boxes, etc., on private
property must be borne by the property owners affected. The property owners
affected will be required to make their own arrangements for this work prior
to the utility poles being removed
The owners of all abutting private properties have been notified by letter
dated November 26, 1979, from the City Clerk, of the December 11, 1979 public
hearing.
The majority of the Edison facilities have been undergrounded many years ago.
Telephone and television facilities have just recently been undergrounded.
Although all of the utilities have been undergrounded in the alley right-of-way
(except some work by Edison and Theta Cable), there is some work on private
property that must be accomplished by the property owners. No list of the
properties or the estimated costs involved is available at this time.
It is estimated that this project wi}1 be completed by January 1, 1981. All
customer services on private property. must be completed by April 1, 1981.
Recommendation
It is recommended that the City Council hold the public hearing as set by
Resolution No. 5436(CCS), and adopt the attached resolution that orders the
removal of poles and overhead wires, and the undergrounding of these facilities
on First Court between Colorado Avenue and Wilshire Boulevard.

The City Council of the City of Santa P4onica by Resolution No. 5436 (City
Council Series) adopted November 13, 1979, initiated proceedings for the
establishment of an Underground Utility District embracing First Court from
Colorado Ave, to 4~lilshire Blvd., together with the property abutting First
Court within said limits.
On Tuesday, December 11, 1979, at 7:30 p.m., in the Council Chambers in the"
City Hall, 1685 P4ain Street, Santa Monica, the City Council will hold a public
hearing for the purpose of determining Hlhether the public necessity, health,
safety or welfare requires the above described improvement.
All costs of installing the underground facilities within the street rights-
of-way, and all costs of removing existing overhead facilities from within
said rights-of-way, will be borne by the Southern California Edison Company,
the General Telephone Company and Theta Cable of California. The majority
of the properties have already been connected to the underground facilities.
For those properties which have not already connected, the costs of connecting
to the underground facilities from the connection point at your property line
to your service ooint is at the expense of the property owner. The amount
of this cost can be determined by contacting your electrician.

You as a property owner in the district or your representative may appear at
the public hearing and speak regarding the proposal.
