SUBJECT: Establishment of an Undergrounding Utility District
On First Court from Colorado Avenue to tdilshire Boulevard
Introduction
This report is requesting the City Council to adopt a resolution for the
establishment of an undergrounding utility district on First Court between
Colorado Avenue and 6dilshire Boulevard, and also setting a date for a public
hearing.
Background
The considerable number of Telephone Company utility poles on this section of
First Court present an unsightly appearance. Because of this condition
it is desirable to remove the poles. It is proposed that the Central
Business District be undergrounded completely, as soon as possible.
Section 7901 of the Municipal Code requires the City Engineer to prepare a
report to Council containing data on estimated costs to the City and affected
property owners; time required to complete the project and remove the poles;
and other pertinent factors. The following is furnished in compliance with this
requirement.

All costs of installing new underground facilities within the public rights-of-
way, and all costs of removing overhead facilities evithin said rights-of-way will
be born by the General Telephone Company, Southern California Edison Company
and Theta Cable of California.
Preliminary planning by the utility companies has determined the estimated costs
of such undergrounding to be:
Southern California .Edison Company ...... $ 2,000.
General Telephone Company ................ $704,300
Theta Cable TV Service ................... $ 5,000
Southern California Edison Company completed their undergrounding work many
years ago, except isolated service connections to private properties. Their work
was financed by their general fund without the use of their Rule 20 allocations.
The General Telephone Company recently completed their undergroundinc
work with their own funds.
The only work remaining is for the property owners to provide conduit runs between
their property line and their buildings and the subsequent removal of the poles.
Property owner's costs for installing telephone and T.V. conduit on their property
is estimated to range from $100 to $2,000 depending on the distance to the building
from the right-of-way line.
It is estimated the project will require approximately 12 months to complete.
Recommendation
It is recommended that the City Council adopt the attached Resolution setting
