SUBJECT: Proposed Street Lighting on The Streets Bounded by Lincoln Blvd.,
Santa Monica Freeway, 14th Street, and pico Blvd. (excluding
11th Street).
Introduction
This report requests the City Council to hold two public hearings for street
lighting in the streets bounded by Lincoln Blvd., Santa Monica Freeway,
14th Street, and Pico Blvd. (excluding 11th Street) and to adopt the attached
resolutions under the Improvement Act of 1911.
Background
Citizens in the area of 12th St., Euclid St., and Michigan Ave. presented a
petition signed by 65% of the property owners for the subject street lighting.
In addition, the Council included 9th and 10th Streets in this street lighting
area, upon the recommendation of Mr. Pierce Watson, the originator of the above
petition, who has spoken to many of the property owners in this area and has
determined that they would be favorable to the installation of street lights.
In accordance with Council policy, the City pays half the cost of the project.
The estimated cost to the City is $105,000 to be appropriated prior to award
of contract, The property owners will pay the other half, payable in cash or
by yearly installments on a 10-year bond at 7% interest.
On May 27, 1980 (Item 6-J), the Council accepted the petition and initiated this
project by adoption of Resolution No. 6015 and Resolution of Intention No. 6016
setting public hearings for July 22, 1980. One hearing is on public convenience
and necessity and the other on the Resolution of Intention, all in accordance
with the 1911 Act proceedings.

Recommendation
It is recommended that the City Council:
1. Open the public hearing on the convenience and necessity;
2. Close the hearing;
3. Appropriate $105,000 from General Fund Reserves for the City's one half
of the construction cost;
4. Adopt the attached resolution finding that the public convenience and
necessity require the construction;
5. Open the public hearing on the Resolution of Intention;
6. Close the hearing; and
7. Overrule any and all objections and adopt the attached resolution
ordering the work.
