SUBJECT: Proposed Street Lighting on The Streets Bounded by Lincoln Blvd.,
Santa Monica Freeway, 14th Street, and Pico Blvd.
Introduction
This report requests the City Council to adopt resolutions setting public
hearings for July 22, 1980, on street lighting on the streets bounded by
Lincoln Blvd., Santa Monica Freeway, 14th St. and Pico Blvd. under provisions
of the Improvement Act of 1911.
Background
Citizens in the area of 12th and Euclid Streets from Pico Boulevard
to Santa Monica Freeway, and Michigan Ave. from 11th to 14th. Streets presented
a petition signed by 65% of the property owners for street lighting. City
Council accepted the petition on May 27, 1980, and directed the staff to proceed
with the project and to include 9th and 10th Streets from Pico to Santa Monica
Freeway, and Michigan from Lincoln to 11th Street in this district. (Item 6-J).
Under current City Council policy, the City pays for half the cost of the
installation of residential street lighting and the other half of the cost is
assessed to the property owners. Improvement Act of 1911 proceedings will allow
the property owners to pay cash on confirmation of their assessment, or allow
the assessment to be paid by yearly installments on a 10-year bond at 7% interest
on the unpaid balance.

The project is estimated to cost $210,000.00. The properties to be assessed
are shown on the attached .Map No. 4265. Funds will have to be appropriated to
pay the City's share at the time of award of contract.
Recommendation
It is recommended the City Council:
1. Adopt the attached resolution setting a date for a
public hearing on the convenience and necessity; and
2. Adopt the attached Resolution of Intention which also
sets a public hearing date.
Both of these hearings may be set for the same date. It is recommended
the public hearings be set for July 22, 1980.
