Subject: Street Lighting Petition: 12th and Euclid Streets from
Pico Blvd. to Santa Monica Freeway and Michigan Ave. from
Eleventh to Fourteenth Streets-
Introduction
City staff has received a petition for installation of street lighting on
12th and Euclid Streets from Pico to the Santa Monica Freeway and Michigan
Avenue from Eleventh to Fourteenth Streets. The petition is signed. by 65%
of the property owners. Signatures from an additional 2% have been received
since the petition was turned in.
Background
It is City Council policy for the City to pay for l/2 the cost of street
lighting construction in residential areas. The City's estimated share is
$52,500. The City's share of the cost must be obligated at the time the
contract is awarded to ensure funds will be available at the end of construction.
Mr. Pierce Watson, the petition originator, recommends enlarging this street
lighting district to include Ninth and Tenth Streets from Pico to the Santa
Monica Freeway and Michigan Avenue from Lincoln to Eleventh Street. (See
attached letter). Mr. Watson has spoken with many of the property owners, who
have indicated their willingness to have the street lights installed. The
addition of these streets to the district will increase the City's share of
the cost by $52,500.

Alternatives
Alternative A: The City Council may order a district to be formed for the
area covered by the Petition.
Alternative B: The City Council may order a district to be formed for the
area covered by the Petition plus the area including Ninth and Tenth Streets
from Pico to the Santa Monica. Freeway and Michigan .from Lincoln to Eleventh
Street. If this alternative is selected, there will be lighting from Lincoln
to Cloverfield from Pico Blvd. to the Santa Monica Freeway.
Recommendation
It is recommended the City Council instruct the Street Superintendent to
prepare a Resolution of Intention and Resolution setting a Public Hearing for
the proposed district under the Improvement Act of 1911 and to include Ninth
and Tenth Streets from Pico to the Santa Monica Freeway and Michigan Avenue.

Dear Council Members:
Please find enclosed two copies of a petition dated 15 April 1980,
requesting the City Council's approval to install street lights on
Twelth and Euclid Streets, from Pico Blvd. to the Santa Monica
Freeway; and on Michigan Ave, from Eleventh to Fourteenth
Streets, per the Improvement Act of 1911.
The majority of the property owners petitioned agreed to having
street lights installed in the above-mentioned areas, I firmly
believe that the property owners on Nineth and Tenth Streets and
Michigan Ave. , from Eleventh Street to Lincoln Blvd, are also
in favor of increased lighting in their area because it is extremely
dark, Additional lighting could be a deterrent to crime.
If the enclosed petition is .approved, I then recommend installing
more street lights on Nineth and Tenth Streets, from Pico Blvd,
to the Santa Monica Freeway and from Eleventh Street to Lincoln
Blvd,
