sr-082879-7bcSanta Monica, California August 20, 1979 T0: Mayor and City Councia FROM: City Staff AUG 2 8 1979 SUBJECT: Proposed Street Lighting on Ozone Avenue, Navy and t4arine Streets, between Highland Avenue and Lincoln Blvd. Introduction This report requests the City Council to hold two Public Hearings for the street lighting district bounded by Lincoln Blvd., Southeasterly City Limits, Highland Ave., and Marine Place North, and'~dopt°the attached resolution under the provisions of the Improvement Act of 1911. Background Citizens in the above area requested street lighting improvements. Community Development Block Grant Funds were allocated by the City Council to finance the City's portion of this project. In accordance with City Council policy, the City pays half the cost of installation. The other half is assessed to abutting property owners. The estimated cost to the property owners is $4.85 per front foot, payable over a l0 year term at 7% interest. At the July 24, 1979 Council meeting, this project was initiated by adoption of Resolution No. 5353 which set a Public Hearing for August 28, 7979 on the issue of public convenience and necessity and on the Resolution of Intention !Resolution No. 5354 attached). w ~U6 2 8 1979 T0: Mayor and City Council -2- August 20, 1979 If this project is approved by the Council, the improvement plans, speci- fications, and assessment maps will be prepared and submitted for Council approval together with. the resolution ordering the work. Recommendation It is recommended that the City Council: 1. Open the public hearing on the convenience and necessity; 2. Close the hearing; 3. Adopt the attached resolution finding that the public convenience and necessity require the construction; 4. Open the public hearing on the Resolution of Intention; 5. Close the hearing; and 6. Overrule any and all objections and instruct City staff to prepare plans and specifications and proceed with the project. Prepared by: 5. Scholl D.
