SUBJECT: Public Hearing on Confirmation of Assessment -- Stanford
Street Lighting District
Introduction
This report requests City Council to approve the assessment diagram and
to hold a public hearing on the confirmation of assessments and to hear
any protests concerning the installation of a high pressure sodium street
lighting district on Stanford Street between Washington Avenue and Montana
Avenue.
Background
On October 14, 1980, the Council set a public hearing on November 11, 1980
to hear protests and confirm assessments on the Stanford Street lighting
district (Item 6-F-8). The street lighting work is now completed and
'the assessment has been filed with the City Clerk. It is now necessary
to approve the assessment diagram and to hold the public hearing to hear
protests regarding the work and the correctness of the assessment.
Recommendation
It is recommended the City Council:
1) Adopt the resolution approving the assessment diagram;
2) Open the public hearing;
3) Close the public hearing and overrule any protests; and
4) Adopt the resolution confirming the assessment.

You are notified that the improvement, namely the construction of street lighting
and appurtenant work in the area bounded by Stanford between Montana Avenue and
Washington Avenue, in the City of Santa Monica, as contemplated by Resolution N'o.
s423(CCS) has been completed and the assessment for same is now on file in the
Office of the City Clerk and reference hereby is made to said resolution for a
description of said work.
All persons interested in the work done on in the assessment may appear before the
City Council for the purpose of protesting any. phase of the improvement, appeals
beine heard by said Citv Council on November 11, 1980, 7:30 o'clock P.D4., in tle
Any objection, appeal or protest not made at the time and in the manner hereinabove
provided shall be deemed to be waived voluntarily by any person who might have
made such appeal, protest or objection and such person shall be deemed to have
consented to the proposed assessment and any other matter on which objection,
protest or appeal could be made.
It is probable that the assessment will be confirmed on November 11, 1980.
No payment of any assessment can be accepted by the Street Superintendent or S ~ W
Electrical Contractors, Inc, the contractor that did the work, prior to that date.
The act under which this work was done provides for a 7% interest payment for any
balance of your assessment unpaid after December 11, 1980. If you have any questions
or if you have not received a bill for. the work by November 21, 1980, please call
Marsha Hafkemeyer (Telephone 393-9975, extension 216).
The total assessment to be paid by the property owners is X14,004.65 (the City
will pay $14,004.66 as its share). Since records available indicate you own
the above property, your share of the cost is shotian above. If you do not own
this property, please notify this office immediately (City Clerk - 393-9975,

Notice is hereby given that the Street Superintendent
of said City has filed in this office the assessment
covering the improvement as described in Resolution
No. 5423 which refers to further particulars. The
City Council has set November 11, 1980, at 7:30 PoM.
in the Council Chamber, City Hall, 1685 Main Street,
Santa A4onica, California, as the time and place for
a public hearing to determine whether the public con-
venience and necessity require the above described
improvement.
Property owners covered by the assessment,. the con-
tractor or his assigns and all other persons interest-
ed in the work or assessment, feeling aggrieved by the
work or any act or determination of the Street Super
intendent, shall prior to November 11, 1980 appeal
to the City Council by briefly stating in writing the
ground for appeal. Any person submitting a written
protest may also be heard at the meeting.
Any objection, appeal or protest not made at the time
and in the manner provided above shall be deemed to be
tiaaived voluntarily and to have consented to the pro-
posed assessment.
