SUBJECT: Proposed Street Lighting on Stanford Street between ~Aashington
Avenue and Montana Avenue
Introduction
This report requests the City Council to hold two public hearings for street
lighting in Stanford Street between 4lashington Avenue and Montana Avenue and
to adopt the attached resolutions under the Improvement Act of 1911.
Background
Citizens in the above area presented a petition signed by 53% of the property
owners for the subject street lighting. In accordance with Council policy,
the City pays half the cost of the project. The estimated cost to the City
is $17,500 to be appropriated prior to award of contract. The property
owners will pay the other half, payable in cash or by yearly installments on
a 10-year bond at 7% interest.
On October 23, 1979, (Item 6-C), the Council accepted the petition and
initiated this project by adoption of Resolution No. 5423 and Resolution of
Intention No. 5324 setting public hearings for November 27, 1979. One hearing
is on public convenience and necessity and the other on the Resolution of
Intention, all in accordance with the 1911 Act proceedings.
If this project is approved, the Council should approve the plans and specifi-
cations and order the work.

Recommendation
November 15, 1979
It is recommended that the City Council:
1. Open the public hearing on the convenience and necessity;
2. Close the hearing;
3. Appropriate $17,500 from General Fund Reserves for the City's one half
of the construction cost;
4. Adopt the attached resolution finding that the public convenience and
necessity require the construction;
5. Open the public hearing on the Resolution of Intention;
6. Close the hearing;
7. Overrule any and all objections and adopt the attached resolution
ordering the work; and
8. Adopt the resolution approving the plans and specifications.
