SUBJECT: Appropriation. of Funds for a New Budget
Line Item to Complete Upgrading the
Moss Avenue Sewage Pumping Plant

This report recommends that the City Council appropriate $74,000
for Fiscal Year 1981-82 Line Item (No. 904) to the General
Services Department, Secrer Division budget to complete upgrading
the Moss Avenue Sewage Pumping Plant.
Background
On January 30, 19.80, Council awarded a construction contract to
Pascal and Ludwig Engineers in the amount of $306,500 for
modifications to the Moss Avenue Sewage Pumping Plant. The total
cost of the. project including engineering, inspection, and
contingencies was listed in the. staff report as $500,000. The
City of Los Angeles pays: approximately 83% of all costs of this.
project. Costs to date total $425,79.8.26.
Costs. remaining to be paid on this project amounting to $74,000
include outstanding change orders and retention on the Pascal and
Ludwig Contract; City of Los Angeles design engineering reimburse-
ments; spare parts purchase; and minor construction inspection
time,
Funds. advanced by the. City of Los Angeles in the. amount of
$61,750.69. are available for their share under Trust Account
No. 80-9.75-146-OOOs000, Both. the. City of Santa Monica's portion

($13,000) and the City of Los Angeles's share ($61,000) of the
remaining project costs were inadvertently eliminated at the
end of Fiscal Year 1980/81.
Recommendation
It is recommended that the City Council appropriate $61,000
from Trust Account No. 80-975-146-000-000 to pay the City of
Los Angeles' portion and $13,000 from the unappropriated Sewer
Reserve Fund to pay the City of Santa Monica's portion to com-
plete upgrading the Moss Avenue Sewage Pumping Plant.
