The City Council has heretofore been advised t]P$~a~~~E(~'d~state
matching funds appropriation for harbor dredging will lapse as of
June 30, 1967. Due to the change in the State administration, such
funds have been temporarily frozen but could be released with
legislative support and an appropriate showing that the City is
prepared and has available the required matching funds. In the
event the State appropriation actually lapses, it is our under-
standing that another opportunity for matching funds would not
occur until the State fiscal year of 1968-69.
Accordingly, the City Council should adopt a policy on this matter
for the instruction of the administration. The generai alternatives
available are as follows:
A. The appropriation of $300,000 from the limited general fund
surplus, along with instructions to the staff to make every
attempt to obtain a legislative release of the State matching
funds.
B. Abandon any consideration of State participation in the cost
of harbor dredging until at least the 1968-b9 fiscal year and
plan on accumulating the City's share of such cost between
now and the 1968-69 budget year.
C. Elect to table the entire matter until the City Council and the
public have resolved the question of the appropriateness of
utilizing potential oil resources under whatever protective
conditions are acceptable to the residents of the city.
