construction cost of the basic navigational :ceatures such as Brea}cwater,
jetties, .channels and turning basins. ~?ltno~zjh, this approach would be
a much more expensive one, it would also be a revenue producing oroject.
-~o~aever, the extent of revenues woua.c.. be unknown until the completion of
the Corps study.

Although the feasibility. of this possibility has not been verified, it
might be possible to proceed with a rehabi'•i~ation elan to rebuild the....
breakwater as a beach erosion conc.-ol _`acili~~~.and, at the same time,
proceed with a federal study for a rc-creational harbor facility, of cahic'n,
the reconstructed brealccvater would become an ~.ntegral part. of the largar
project if it proved feasible. There are two advantages to this third
approach.
a. i"nere would be much less tune involvec in proceeding with a recon-
struction project for the breai_waier.
b. It would be financially to the advantage of the city to proceed with
this form of project as -the state would pay 25 per cent of the reha-
bilitation cost, whereas the state .vonld not contri'qute to the cost
of the navigational features o= a recrea~.onai harbor project..
