As you know, the City Council, at its meeting of May 25, 3965 (Item b~C), instructed the administration to make a report at the next meeting regarding the cost and feasibility of providing a better boat launching facility northerly of the Municipal Pier. Councilman Spurgin referred to a proposal of some years ago to construct a dredged launching slip at this location. This proposal was abandoned at that time since the constantly changing contour of the beach would render such a facility impractical. Constant dredging, on an almost daily basis, would be required to keep such a facility in operation at this location. The Recreation and Parks Department presently is engaged in repairing the existing boat launching roadway and parking area, and proposes to construct a landing mat ramp from said parking area to the high tide line. This work, in my opinion, constitutes the only practical solution to the problem of providing boat launching facilities on a constantly changing beach. Arnett, Director of Recreation and Parks SUBJECT: Launching Ramp - North Side of Pier The present status of the launching ramp on the north side of the pier is® I. Improvements are being made by Beaches and Harbor Division personnel to make the ramp as useable as possible. Specific improvements being made are: a. The circular roadway onto the beach at the launching site is being filled with dirt and graded so vehicular traffic will not encounter soft sand when maneuvering to launch. b. The slope leading to the water is being filled with dirt to also offer a more stable base. c. Metal landing field matting is to be installed on the ramp down to a point below high water line. These improvements are being made on an experimental basis to attempt to make the ramp useable for trailer boats at least at time of high tide. After the landing matting is installed, it is antici_uated that constant maintenance will be required to keep it operable. Sand will have to be removed. £rom the ramp as it builds up, possibly every other day or so, and new landing matting will have to be installed as the salt water causes it to deteriorate. At time of low tide, there will be approximately 100 feet of sand between the water and the end of the ramp matting. As cars and trailers often bog down in the wet sand, the ramp will be considered useable primarily during high tide. II. The area of the launching site, although the best available in the city, is not considered a feasible site for a permanent concrete ramp at this time due to the following factors a. Lateral currents along the beach, slowing behind the breakwater, cause literal sand deposits which would soon cover a permanent ramp or cause the beach to build out on either side of the ramp. b. G7ave action due to the deteriorated condition of the breakwater makes it troublesome and often hazardous to attempt to get boats on or off trailers. Donald T.
